Support 60% of basic monthly salary for ethnic minority students
Ethnic minority students studying at universities and colleges will receive tuition support equal to 60% of the basic salary. The duration of the support shall not exceed 10 months/school year/student; the number of years of tuition support shall be based on the official training period.

To enjoy the tuition support policy, students must study full-time, be ethnic minorities from poor and near-poor households according to regulations approved by the Prime Minister from time to time.
This joint circular does not apply to students in the nomination system, policy subjects who are considered for admission, trained by address, interdisciplinary training, second degrees and university and college studies after completing the university preparatory program; students of higher education institutions in the defense and security sector.
To enjoy the policy, students studying at non-public higher education institutions must submit their application to the Department of Labor, War Invalids and Social Affairs at the district, county, town, or provincial city level (hereinafter referred to as the Department of Labor, War Invalids and Social Affairs) where the student has permanent residence. Students studying at public higher education institutions must submit their application to the public higher education institution where the student is studying.
The application includes a form requesting support for study expenses; a certificate of poor or near-poor household issued by the People's Committee of the commune, ward or town (notarized copy); a birth certificate (notarized copy).
Students will be suspended from receiving financial support for their study expenses if they drop out of school or are forced to leave school by disciplinary action. Students who are suspended from school (for a period of time) will not receive financial support for their study expenses during the suspension period, except in cases of suspension due to illness, accident, retaking, repeating a grade or suspension due to objective reasons confirmed by the school.
The Circular takes effect from November 28.
