Support protection and development of rice land

The Ministry of Finance has just issued Circular No. 205/2012/TT-BTC (effective from January 10, 2013) guiding the implementation of support policies to protect and develop rice-growing land according to Decree No. 42/2012/ND-CP of the Government.

Accordingly, every year the state budget supports rice producers from regular expenditure sources at the following levels: Support of VND 500,000/ha/year for organizations, households and individuals producing rice on land specialized for wet rice cultivation; Support of VND 100,000/ha/year for organizations, households and individuals producing rice on other rice land except for upland rice land that is spontaneously expanded without following the planning and land use plan for rice cultivation.

In case rice producers suffer damage due to natural disasters or epidemics, the State budget will support fertilizers and pesticides as follows: For cultivated areas within 45 days with damage of over 70%, support is 2,500,000 VND/ha; for damage from 30 - 70%, support is 1,750,000 VND/ha.

For cultivated areas over 45 days with damage of over 70%, support of 5,000,000 VND/ha; for areas with damage from 30 - 70%, support of 3,500,000 VND/ha. Support of 70% of the cost of reclaiming and converting unused land into rice land or converting other rice land into specialized land for wet rice cultivation; Support of 100% of rice seeds in the first year for production on newly reclaimed rice land; Support of 70% of rice seeds in the first year for production on other rice land converted into specialized land for wet rice cultivation.
