On behalf of the members of the 30/4 Liaison Committee of Quynh Hoa Commune (Quynh Luu District), Mr. Le Duc Cuong in Hamlet 3, reflected: The 30/4 Liaison Committee of the commune has 23 members who are war invalids, most of whom have children studying at universities and colleges. However, since 2010, since the payment of tuition fees for students has been implemented locally, the payment process has often been slow and the procedures are cumbersome. In many cases, the paperwork has been completed for nearly a year, and it has been more than 3 months since the new school year began, but so far they have not received the payment. The war invalids and sick soldiers themselves, most of whose families are still in very difficult circumstances, in order to have money to pay tuition fees for their children, most of them have to borrow money from policy banks, and have to pay interest every month, which is very difficult.

Dozens of war invalids and sick soldiers in Hung Nguyen district have the same sentiment. The entire Hung Nguyen district is currently short of 4.3 billion VND to pay according to Decree 49 for all subjects, while the payment subjects at the Department of Labor, War Invalids and Social Affairs are still short of nearly 700 million VND. With nearly 1,000 students who have not been paid, the department is facing many difficulties, according to Ms. Nguyen Thi Hong - Head of the Department of Labor, War Invalids and Social Affairs of the district: "The people's files have been sent back for more than a year, but now the budget is not enough so we cannot pay in full, leading to disadvantages for policy families, because many families have had to borrow money to pay their children's tuition fees at high interest rates. The delay in receiving money also causes people to have to go back and forth many times, so they are very upset."

There is a case like war invalid Le Van Tan (Hamlet 4, Hung Dong Commune, Vinh City), who paid tuition for his daughter studying at Ho Chi Minh City University of Economics in October 2010, but was only given money at the end of 2011, due to insufficient budget, the department could only pay 1 million VND, currently still owes the family 450,000 VND.

In Quynh Luu district, the payment was only made in 2010 and 2011. Currently, the whole district still has over 7 billion VND that has not been paid to policy families - Mr. Duong Danh Hoa - Head of the district's Department of Labor, Invalids and Social Affairs said.

According to Mr. Tran Phi Hung - Head of Planning and Finance Department, Department of Labor, Invalids and Social Affairs, one of the reasons why the payment of benefits to policy families, poor households... according to Decree 49 is difficult is because the scope of the Decree is wide, there are many types of beneficiaries of preferential policies, related to many management departments and branches, leading to the work of confirming and synthesizing beneficiaries, making estimates, allocating funds, and organizing payments being scattered and fragmented; identifying students studying at educational institutions in the national education system is also not easy. Moreover, during the implementation process, although Decree 49 is a new decree, related to many documents (there are up to 13 documents on guiding beneficiaries alone), the officers and employees implementing it have not been trained or given specific instructions, leading to many different understandings in implementation, causing difficulties for beneficiaries.

In addition to the above objective difficulties, Mr. Nguyen Viet Hung - Deputy Head of the Provincial Budget Department, Department of Finance also pointed out many other subjective reasons. For example, from 2010 to now, the province has spent 329 billion VND for the subjects according to Decree 49; in which, in 2010 - 2011 alone, due to the lack of a prior estimate, the province made an advance payment of 206 billion VND and this year it is 123 billion VND. However, currently, almost no district, city or town has clearly reported on the payment, so the Department of Finance has not been able to summarize the remaining amount of the whole province.

Also related to this issue, to urge localities to promptly report data on implementation needs and budget settlement from June 2011 to present, the Department of Finance has issued 5 official dispatches, the most recent being Official Dispatch No. 3073/STC-NST dated November 16, 2011, but currently nearly 90% of localities have not yet made reports. Mr. Hung wondered: "I don't understand why the more money is provided, the more districts do not report. That makes it difficult for the department to settle the accounts, even currently the budget to pay for Decree 49 still has a surplus of 3 billion VND, but it cannot be settled because it is not known where there is a surplus and where there is a shortage." On the district side, research shows that there is still no coordination between departments such as labor, financial planning, and education. As in Quynh Luu district, in the two years 2011 - 2012, although the provincial budget has provided 28 billion VND, as of November 23, the district has not yet provided the Department of Labor, Invalids and Social Affairs with 7 billion VND for payment, with the reason that the Department of Labor has not yet compiled the data. However, with the same question, Mr. Duong Danh Hoa - Head of the Department of Labor, Invalids and Social Affairs affirmed: Fully reported to the Department of Finance and the Department of Labor, Invalids and Social Affairs.

Faced with this delay, the Department of Finance cannot confirm when the payment will be completed if the localities have not yet compiled the financial reports. This is a great disadvantage for children of policy families as well as children of poor households and reduces the meaning of a humane policy of the State. From this prolonged incident, the province needs to step in to direct and urge the branches and departments of localities to soon complete the report to pay the regime to policy families. In case the localities are too slow or do not report, there should be measures to handle and remind. Any district that has completed the report should issue it, not because some localities are irresponsible, have to "wait" for each other, "hold" each other.
