Support for vocational conversion training for workers with accidents
In the draft Decree regulating and guiding the implementation of a number of articles of the Law on Labor Safety and Hygiene on compulsory insurance for work-related accidents and occupational diseases, the Ministry of Labor, War Invalids and Social Affairs has proposed regulations on supporting career conversion training for workers who have suffered work-related accidents or occupational diseases.
According to the draft, employees are supported with funding for training, retraining, and improvement of vocational skills to change jobs after suffering a work-related accident or occupational disease as prescribed in Article 55 of the Law on Occupational Safety and Hygiene when meeting the following conditions: 1- Reduced working capacity due to work-related accident or occupational disease of 31% or more; 2- The employer arranges a new job under the management of the employee in accordance with the conditions of the enterprise and the employee's health if training, retraining, and improvement of vocational skills are needed to change jobs.

Vocational training support level for career conversion
The draft clearly states that the maximum level of financial support for training, fostering, and improving vocational skills shall not exceed 50% of tuition fees and shall not exceed 15 times the basic salary. The maximum number of times of support for each employee is two times and only once a year.
For training courses, refresher courses, and vocational skills improvement courses with costs higher than the above support level, the excess amount shall be paid by the employer.
According to the draft, the application for support includes: 1- Document of the employer requesting financial support for training, retraining, and improvement of vocational skills to change jobs for employees who have occupational accidents or diseases according to the form issued by Vietnam Social Security after agreeing with the Ministry of Labor - Invalids and Social Affairs; 2- Copy of social insurance book before changing jobs and copy of social insurance book after changing jobs; 3- Minutes of assessment of the level of reduced working capacity by the Medical Assessment Council; 4- Documents for payment of training costs according to regulations.
