Support businesses to invest in developing farm economy
(Baonghean.vn)- Nghe An voters recommend: The Government should have policies to directly support land, technology infrastructure, and trade promotion information to attract businesses to participate in farm economic development and promote farm economic development.
The relevant authorities responded to this issue as follows:
The agricultural sector in our country currently has about 9 million farming households, mainly producing on a small scale. However, there are also many farming households that organize production in a concentrated, large-scale direction, bringing high economic value. These are households and individuals developing in the direction of farm economy. According to reports from localities, there are currently about 29,500 farms nationwide. |
In production practice, farm economic models operate effectively, making important contributions to the development of the country's agriculture. Therefore, the Party and the State have a policy of encouraging and promoting the development of farm economy in the coming time. However, farm economy still faces many difficulties:

- Regarding production land, because most localities no longer have land funds to allocate to farming households, in order to achieve large scale, most farming households have to consolidate land plots, buy, sell, lease, and transfer land use rights from many different owners with many different types of land. Therefore, most farm owners have difficulty in confirming, certifying, and issuing red books after the sale and purchase.
- Lack of capital and difficulty in accessing credit for farms: Up to 70% of farms are operating with their own capital or capital appropriation. Although many farm owners regularly borrow capital from credit institutions, these are mainly small and short-term loans due to lack of collateral.
- Poor infrastructure and production technology reduce the competitiveness of farms: The infrastructure system does not meet the production requirements of farms. The number of farms applying high technology in production, processing and preservation is still limited and only concentrated in certain fields and regions.

The Government issued Decree No. 210/2013/ND-CP dated December 19, 2013 on policies to encourage enterprises to invest in agriculture and rural areas. These include direct support policies on land, technology infrastructure, and trade promotion information.
Regarding farm economy, the Ministry of Agriculture and Rural Development is drafting a Prime Minister's Decision on policies to encourage farm economic development. The draft Decision has proposed support policies on land, infrastructure, technology, trade promotion and other policies to support farm development. Currently, the draft document has been reviewed by the Ministry of Justice and is preparing to be submitted to the Prime Minister.

In addition, in 2015, the Government issued Decree No. 55/2015/ND-CP on credit policies for agricultural and rural development, in which, in addition to general preferential policies, there are regulations that credit institutions are allowed to consider lending to farm owners without collateral with a maximum of VND 2 billion. The above policies will create conditions for the farm economy to develop, linking with businesses investing in agriculture.
