Support health insurance payment for people in near-poor households

The Government has just issued a Decree detailing and guiding the implementation of a number of articles of the Law on Health Insurance. In particular, the Decree stipulates the subjects, contribution levels, and health insurance support levels...

Regarding subjects participating in health insurance, the Decree stipulates that in addition to the subjects specified in Clauses 1, 2, 3, 4 and Clause 5, Article 12, amendments and supplements of the Law on Health Insurance, other subjects specified in Clause 6, Article 12, amendments and supplements of the Law on Health Insurance include:

1- Rubber workers who are receiving monthly allowances according to Decision No. 206/CP dated May 30, 1979 of the Government Council (Government) on policies for newly liberated workers who do heavy work that is harmful to their health and are now old and weak and must stop working, participate in health insurance according to regulations in Clause 2, Article 12, amended and supplemented by the Law on Health Insurance.

2- People in households working in agriculture, forestry, fishery and salt production with an average living standard participate in health insurance according to the provisions of Clause 4, Article 12, amended and supplemented of the Law on Health Insurance.

Regarding health insurance premiums, the Decree stipulates that from January 1, 2015, the monthly health insurance premiums for the following subjects are as follows:

Employees working under indefinite-term labor contracts or labor contracts with a term of 3 months or more; employees who are business managers receiving salaries; cadres, civil servants, and public employees (employees) have the insurance contribution rate equal to 4.5% of the employee's monthly salary.

For employees on maternity leave under the provisions of the law on social insurance, the monthly contribution is also equal to 4.5% of the employee's monthly salary before maternity leave.

The contribution rate for non-professional workers in communes, wards and towns; people receiving monthly social insurance benefits due to work-related accidents, occupational diseases or diseases on the list of diseases requiring long-term treatment; people aged 80 and over receiving monthly death benefits; and retired commune, ward and town officials receiving monthly social insurance benefits is 4.5% of the basic salary.

People receiving monthly pensions and disability benefits pay 4.5% of their pensions and disability benefits. People receiving unemployment benefits pay 4.5% of their unemployment benefits.

Employees who are on sick leave for 14 days or more per month as prescribed by the law on social insurance and employees who are sent to study or work abroad are not required to pay health insurance.

The Decree also stipulates the level of health insurance support for people in near-poor households; students; households working in agriculture, forestry, fishery and salt production, etc.

Specifically, the State supports 100% of the health insurance premium for people in near-poor households who have just escaped poverty, the support period is 5 years after escaping poverty; near-poor households living in poor districts as prescribed in Resolution No. 30a/2008/NQ-CP dated December 27, 2008 and districts with high poverty rates are subject to infrastructure investment mechanisms and policies as prescribed in Resolution No. 30a/2008/NQ-CP.

People in the remaining near-poor households are supported with at least 70% of the health insurance premium./.
