Support job creation for workers whose land has been recovered
The Prime Minister has just signed a Decision approving policies to support vocational training and job creation for workers whose land has been recovered.

According to the Decision, the subjects of application are laborers whose land is recovered, including: 1- Laborers of households and individuals directly engaged in agricultural production as prescribed in Points a, b, c and d, Clause 1, Article 19 of Decree No.47/2014/ND-CP(except for households and individuals who are officials, employees of state-owned farms and state-owned forestry farms who have retired, have lost their ability to work, or have quit their jobs and are entitled to benefits) when the State reclaims agricultural land and are compensated in cash for the area of recovered agricultural land (workers whose agricultural land is recovered); 2- Workers of households and individuals who have to relocate when the State reclaims residential land combined with business and services (workers whose business land is recovered).
The above subjects will be supported by the State in vocational training and job placement when they have a need for vocational training and job placement and must be of working age.
Specifically, workers whose land is recovered and who participate in vocational training will be supported according to the provisions of Decision No.46/2015/QD-TTgdated September 28, 2015 of the Prime Minister on policies to support elementary level training and training under 3 months.
For intermediate and college level training, tuition fees are supported for one course. The supported tuition fee is equal to the actual tuition fee of the vocational training institution but must not exceed the tuition fee ceiling for public educational institutions as prescribed by law.
Workers are also entitled to loans according to the credit policy for students.
Workers whose land is recovered are supported with one-time training according to prescribed policies.
Support for employment
Regarding support for domestic employment, the Decision stipulates that workers whose land is recovered are supported with free career counseling, orientation, and job referrals at Employment Service Centers; at the same time, they are entitled to preferential loans from the National Employment Fund in accordance with the law.
In addition, workers whose agricultural land is recovered and who go to work abroad under contracts will be supported according to the provisions of Decree No.61/2015/ND-CPdated July 9, 2015 of the Government on policies to support job creation and the National Employment Fund. Workers whose business land is recovered and who go to work abroad under contract are supported as workers whose agricultural land is recovered.
Along with that, workers whose land is recovered can also borrow preferential loans to work abroad under contracts from the Social Policy Bank.
The Decision also clearly stipulates that workers whose land is recovered in poor districts are supported to work abroad under contracts in accordance with the policy of supporting poor districts.
Workers whose land is recovered are supported to work abroad once according to prescribed policies.
