On the afternoon of June 22, the Legal Committee of the Provincial People's Council organized the review of the above draft Resolution. Comrade Cao Thi Hien - Member of the Provincial Party Standing Committee, Vice Chairwoman of the Provincial People's Council attended the meeting.

According to the draft Resolution, the support level for the Fatherland Front Committee at the commune level to implement the Campaign "All people unite to build new rural areas and civilized urban areas" for communes in difficult areas; communes in extremely difficult areas (communes in region III) in ethnic minority and mountainous areas; extremely difficult communes in coastal and island areas is 25 million VND/year/commune; for the remaining communes it is 20 million VND/year/commune.

For the Front Working Committee in residential areas implementing the Campaign "All people unite to build new rural areas and civilized urban areas" in residential areas of communes in difficult areas; communes in extremely difficult areas (communes in region III) in ethnic minority and mountainous areas; extremely difficult communes in coastal and island areas, the support level is 6 million VND/year/residential area; for the remaining residential areas, it is 5 million VND/year/residential area.

The draft Resolution also sets out the support level for the Commune Steering Committee of the movement "All people unite to build a cultural life" in disadvantaged communes at 7 million VND/year/commune.

The total estimated implementation cost if this Resolution is passed is more than 43 billion VND/year, an increase of more than 14 billion VND compared to the budget for implementing the contents according to Resolution No. 198/2015/NQ - Provincial People's Council dated December 20, 2015 on financial support for the Steering Committee of the movement "All people unite to build a cultural life" at the commune level in difficult areas and the Front Working Committee in residential areas to implement the Campaign "All people unite to build a cultural life in residential areas" in Nghe An province.

At the meeting, representatives of the Department of Finance clarified a number of related issues, especially the ability to balance the budget of the Provincial People's Committee, the time the Resolution takes effect...

Concluding this content, Head of the Legal Committee of the Provincial People's Council Phan Duc Dong said that the Legal Committee agreed with the level of support as proposed in the draft Resolution; at the same time, it requested the drafting agency to absorb the opinions of the meeting participants, submit to the Provincial People's Committee to adjust and complete the document format to submit to the Provincial People's Council for consideration in the upcoming session.

At the meeting, the Legal Committee of the Provincial People's Council also reviewed the draft Resolution on handling the results of reviewing the Resolution on legal norms issued by the Provincial People's Council from December 31, 2017 onwards that are currently in effect and gave comments on the Draft report on the results of monitoring the issuance of certificates of land use rights, house ownership rights and other assets attached to land in Nghe An province by the Legal Committee of the Provincial People's Council.
