Support electricity bill of 46,000 VND/month for poor households and policy households
The Prime Minister agreed to support electricity bills for poor households and social policy households at 46,000 VND/household/month from June 1, 2014.
The Prime Minister assigned the Ministry of Finance to advance 685 billion VND from the 2014 central budget to localities to support electricity bills for poor households and social policy households in 2014.
At the end of 2014, based on the results of budget revenue and expenditure, the Ministry of Finance will synthesize and submit to the Prime Minister a report to the National Assembly Standing Committee for consideration and decision on additional funding from increased revenue and savings from the central budget in 2014, and at the same time recover the advanced funding.
The Ministry of Labor, War Invalids and Social Affairs studies the opinions of the Ministry of Finance on the criteria for policy households to receive electricity support and reports to the Prime Minister.
According to the provisions of Clause 7, Article 3 of Decision No. 28/2014/QD-TTg dated April 7, 2014 of the Prime Minister regulating the structure of retail electricity prices, social policy households according to the criteria prescribed by the Prime Minister and whose electricity consumption for domestic purposes in a month does not exceed 50 kWh are supported with electricity costs equivalent to the electricity cost of 30 kWh calculated according to the current retail price of household electricity level 1.
On October 30, 2014, the Prime Minister issued a Decision regulating the criteria for social policy households to receive electricity support. According to the Decision, social policy households receiving electricity support under the above category are households that meet one of the following three criteria: Households with members receiving monthly social allowances are not poor households according to the provisions of law and have the amount of electricity used for living purposes in a month not exceeding 50 kWh in areas with grid electricity; Households with members receiving social allowances according to the provisions of law living in areas without grid electricity; Ethnic minority households living in areas without grid electricity./.
