The above content was included by the Ministry of Finance in the draft Circular guiding the management and use of funds for the pilot project to select young intellectuals to volunteer in communes to participate in rural and mountainous development in the period 2013-2020.

Specifically, after being assigned to grassroots units, the team members will have their salaries, allowances, contributions (social insurance, health insurance, unemployment insurance), and other incentives and policies as stipulated by law paid by the local budget.

In addition, local budgets will provide support and subsidies to team members as stipulated in Decree No. 116/2010/ND-CP dated December 24, 2010, of the Prime Minister on policies for officials, civil servants, and employees receiving salaries in the armed forces working in areas with particularly difficult socio-economic conditions, including: Initial support equivalent to 10 months of basic salary. If a team member's family moves with them, in addition to the initial subsidy, they will receive a subsidy for transportation and baggage fees for all family members and a relocation allowance equivalent to 12 months of basic salary for the household.

According to the draft, team members will receive an allowance equivalent to 70% of their current monthly salary, including their current salary, leadership allowance, and seniority allowance (if any). The duration of this allowance is the actual time worked in the commune and does not exceed 5 years. They will also receive a subsidy for purchasing and transporting clean, fresh water for daily living needs, after deducting the cost of fresh water included in their salary (this only applies to areas with particularly difficult socio-economic conditions and seasonal shortages of clean, fresh water).

In addition, local budgets will also pay for team members' travel expenses to and from their families during annual leave, public holidays, and paid personal leave as per regulations; and pay team members' travel expenses according to current regulations.

According to the "Pilot Project for Selecting Young Intellectuals to Volunteer in Communes to Participate in Rural and Mountainous Development in the Period 2013-2020," the goal is to select 500 outstanding young intellectuals with university degrees by 2015 to be assigned to 500 communes in areas with particularly difficult socio-economic conditions, ethnic minority areas, and mountainous regions. These individuals will be assigned to positions according to the human resource needs of each commune, aiming to assist local Party committees, authorities, and people in socio-economic development, contributing to poverty reduction and the construction of new rural areas.

Team members participating in the Project are employed under contracts in accordance with the law and are entitled to the same benefits and policies as commune-level officials and civil servants as stipulated in Decree No. 92/2009/ND-CP and Decree No. 29/2013/ND-CP; they are also entitled to the same policies as officials and civil servants working in areas with particularly difficult socio-economic conditions as stipulated in Decree No. 116/2010/ND-CP.

These team members are also entitled to participate in and receive social insurance, health insurance, and unemployment insurance benefits as prescribed by law; they are also entitled to allowances, subsidies, and annual leave...
