Support home repair for meritorious families

According to Decision22/2013/QD-TTgof the Prime Minister effective from June 15, 2013, people with revolutionary contributions are supported with 20-40 million VND to repair or build new houses.

The beneficiaries are households where people with revolutionary contributions and martyrs' relatives are currently living and had permanent residence registration at that house before June 15, 2013.

Households receiving support must meet two conditions: 1- Be a household with a person who has contributed to the revolution and has been recognized by a competent authority; 2- Households living in temporary housing or severely damaged housing (including households that have received support under other previous policies) with the level of: Having to demolish to build a new house; or having to repair the frame, walls and replace the roof of the house.

Two levels of support

The State budget (including the central budget and local budget) will support 40 million VND/household in cases where houses must be demolished to build new ones; support 20 million VND/household in cases where houses must be repaired, walls and roofs replaced.

The support must ensure the principle that after receiving support, households can build new houses or repair and upgrade existing houses, ensuring a minimum usable area of ​​30 m2.2(For single households, houses can be built with a smaller usable area but not less than 24 m2)2); ensure "3 hard" (hard foundation, hard frame-wall, hard roof).

Regarding the method of implementing support, the Decision clearly states that the People's Committee at the commune level will compare and make a list of households receiving support and report to the People's Committee at the district level; the People's Committee at the district level will synthesize, check and approve the list of households eligible for support and report to the People's Committee at the provincial level to serve as a basis for making and approving a plan to support people with revolutionary contributions to housing in the province.

The Commune People's Committee will guide, inspect, and urge households to build houses that meet the requirements on housing area and quality according to regulations and encourage households to build their own houses. For households with difficult circumstances such as the elderly, single, disabled... who cannot build their own houses, the Commune People's Committee will organize the construction of houses for these households.

2013 basically completed supporting about 71,000 households

The decision clearly states that in 2013, the People's Committees of provinces and centrally-run cities must basically complete housing support for households with revolutionary contributions in accordance with regulations for about 71,000 households.

In 2014, localities continued to provide support according to regulations for households eligible for support, but localities only reviewed, counted, and reported in 2013.

Households with people with revolutionary contributions recognized by competent authorities, including:

a) Revolutionary activists before January 1, 1945

b) Revolutionary activists from January 1, 1945 to the August 1945 uprising

c) Relatives of martyrs

d) Vietnamese heroic mother

d) Hero of the People's Armed Forces

e) Labor Hero during the resistance period

g) War invalids and people enjoying policies like war invalids

h) Sick soldiers

i) Resistance fighters infected with toxic chemicals

k) Revolutionary and resistance activists captured and imprisoned by the enemy

l) People who participate in resistance wars to liberate the nation, protect the Fatherland and perform international duties

m) People who have contributed to the revolution.
