We arrived at Thinh My block, Quynh Thien ward (Hoang Mai town) right when the people in the block were decorating and hanging flags and slogans on the internal roads connecting to National Highway 1A to welcome the Town Party Congress. On alley number 9 leading to the cultural house, the concrete road is clear thanks to the result of mobilizing the entire population to participate in the movement "building a civilized block".

Leading us along the route where the bloc had mobilized people to voluntarily donate land to open and straighten the road, Secretary of the Thinh My Party Cell, comrade Nguyen Tien Dung happily said: “It is all thanks to the consensus of the people in the bloc. Party members set an example by donating land, contributing labor and money so that people can look up to them and follow suit. Typically, party members Dau Huy Phuong and Nguyen Thi Mai... voluntarily donated dozens of square meters of garden land, cut down trees, removed fences, and rebuilt gates. The creative way of the Thinh My bloc is to flexibly utilize the participation and contributions of “philanthropists” such as Mr. Dau Phi Thuan who contributed 330 million VND to sponsor all materials for road construction and the construction of the bloc’s cultural house, or Mr. Nguyen Ngoc Khoat who also contributed 20 million VND, creating motivation for people to actively participate.

The movement to beautify the alleys and streets to become a green - clean - beautiful urban area in Quynh Thien Ward has a strong influence. National Highway 1A passes through the ward for 9 km, so beautifying the urban area by paving the sidewalks, planting trees, and installing an electric lighting system not only creates a complete beautification work in the area but also has a decisive role in the appearance of the urban area. Comrade Phan Duc Dien, Chairman of Quynh Thien Ward People's Committee, said: In the 3 key contents in the coming time, Quynh Thien attaches special importance to the urban beautification work, considering this as the number 1 task, along with completing the naming of streets, attaching house numbers, and strictly managing planning, construction management, and construction licensing.

Immediately after its establishment, the Town Party Committee and People's Committee of Hoang Mai Town paid special attention to directing the planning work, completing all types of planning and urban management. Thanks to that, in just a short time, Hoang Mai Town has completed the construction of various types of planning such as: master plan for socio-economic development to 2025 with a view to 2030, general planning 1/10,000; land use planning to 2020; tourism planning and historical and cultural relics; approval of administrative area planning... Thanks to proactively taking the lead in planning work, despite the general difficult context of the economy, the area has attracted over 30 new investment projects, including a number of key projects with positive significance in developing essential infrastructure such as: National Highway 1A - Nghia Dan - Thai Hoa traffic project, National Highway 1A to Hoang Mai Station; Traffic routes in inner city areas, administrative centers N1, N2, N3, D1, D2, D3...

Urban management has also gradually become more organized, such as strengthening land management solutions, managing the granting of construction permits for private housing, and being serious in handling violations. In 2014, Hoang Mai Town handled 465 cases of violations of the Land Law, illegal construction, and issued 170 new construction permits, of which the town issued 58 cases, and the remaining 112 cases were issued by the commune. In addition to tightening urban management with inspection and administrative handling solutions, Hoang Mai Town has also strengthened propaganda work to raise people's awareness, to gradually raise people's awareness of regulations in urban management. Comrade Nguyen Ba The, Deputy Head of the Urban Management Department, said: In the condition that a specialized urban regulation team has not been established, the Urban Management Department coordinates with the police force, hamlets, block leaders, and land authorities of wards and communes to both strengthen management and promptly explain to the people about urban management regulations. Obviously, to move towards a type III urban area, Hoang Mai Town still has a lot of work to do. That is the strategic urban space development planning orientation, an urban area developing in the direction of industry ensuring the environment, sustainable development, at the same time developing services in the direction of serving mainly Nghi Son Economic Zone, Hoang Mai - Dong Hoi Industrial Park and Nam Thanh - Bac Nghe region. Accordingly, Hoang Mai Town also has the idea of ​​expanding urban space with a series of satellite urban areas that have been planned and implemented such as: Cua Con residential urban area of ​​30 hectares; Hong Dao urban area of ​​4 hectares, Bac Khoa Industrial Park of 2 hectares; Oil and gas urban area of ​​25 hectares... the axis of opening urban areas to the East, towards the sea.

At this time, communes, wards, blocks and people all responded to the movement to launch the beautification of the town to welcome the Town Party Congress. From the hall, the campus of Quynh Di commune headquarters, where the Congress took place to the National Highway 1A route through Hoang Mai town from Dong Hoi intersection to Hoi Bai bridge, block bricks have been paved, trees have been planted according to technical design, the lighting system of the main axis of National Highway 1A has been basically completed. Comrade Le Sy Chien, Vice Chairman of the Town People's Committee added: In the coming time, in the urban construction work, Hoang Mai Town will focus on reviewing and directing the achievement of the criteria for a type III urban area, especially the criteria on the rate of labor in agriculture, educational and training facilities, historical and cultural relics that are restored and embellished... At the same time, special attention will be paid to the work of planning management, urban management, prioritizing new urban planning to complete traffic infrastructure items, trees, lighting, naming streets, house numbers on main roads in the town center. With a strategic and specific orientation, we believe that in the near future, Hoang Mai Town will strive to develop into a dynamic urban area, meeting the criteria of a civilized urban area at the northern gateway of Nghe An.
