Hoang Mai strives to become a key economic zone

PV:Dear Comrade Secretary of the Town Party Committee, Chairman of the Town People's Council, 2013 was a year with many events, marking the birth and overcoming difficulties of Hoang Mai Town with what outstanding results?

Comrade Doan Hong Vu:Hoang Mai town is an administrative unit under Nghe An province established under Resolution No. 47 of the Government and officially put into operation from July 1, 2013. Hoang Mai has many potentials and advantages to develop in the direction of industrial - service and tourism urban area with large reserves of limestone resources for cement production and construction materials. This is also a land with potential for tourism development with famous landscapes such as Vuc Mau lake, spiritual tourist attractions of Con temple connecting Quynh Lien, Quynh Phuong, Quynh Lap coastal tourist areas. Hoang Mai people are intelligent, hard-working, and have been involved in fishing, aquaculture and seafood processing for generations, which is a valuable human resource. In the future, Hoang Mai will be an urban area playing an important role in the development of Nghe An province and the Nam Thanh - Bac Nghe economic region.

The announcement of the Government's Resolution on the establishment of Hoang Mai Town is an important event of Nghe An province, a significant turning point, leaving a deep impression on the cadres, party members and people of Hoang Mai Town. It was established in the context of a completely new cadre organization; lack of facilities and working conditions; unsynchronized planning, insufficient and weak urban infrastructure; the lives of a part of the people are still poor,... In the context of "marching and lining up at the same time", a historic flood occurred, submerging most of the communes and wards. Those factors have created many difficulties and great challenges for the Party Committee and people of the Town.

However, with high determination, solidarity and support from the Central and the province, Hoang Mai has overcome difficulties and achieved remarkable results in carrying out its political tasks. The town has promptly established the Party Committee, the Fatherland Front, and socio-political organizations; successfully organized the election of additional delegates to the Town People's Council for the 2011-2016 term; established and perfected the Town People's Council and People's Committee; elected leadership positions of the People's Council and People's Committee; added members of the Party Committee and Standing Committee; arranged and appointed cadres and leaders of agencies in the political system, which by the end of 2013 had basically been completed and stabilized, operating smoothly and effectively from the town to the grassroots.

In 2013, 18/25 targets were achieved and exceeded the set plan; economic growth reached 8.85%; economic structure is shifting in the right direction; production value reached 59.7 million VND/ha of cultivated land, food output reached 19,054 tons, aquaculture and seafood exploitation output reached 27,789 tons; average added value per capita reached 32.8 million VND. The town currently has 6/10 wards and communes completing standard cultural, information and sports facilities. The poverty rate decreased to 7.44%. The economy, politics and society are stable, the material and spiritual life of the people is guaranteed, national defense and security are maintained.

One of the important milestones that cannot be ignored in the 6 months of official operation is that the Party Committee and people of the Town have overcome unexpected and unpredictable harsh challenges, have overcome the severe consequences caused by storm and flood No. 10, quickly restored production, and supported the stabilization of people's lives.

PV:Could you please tell us the reason why the 2013 socio-economic targets of the Town have not met the set plan?

Comrade Doan Hong Vu:There were 7 targets not achieved, which were economic growth rate of 8.85%/plan of 10-12%; state budget revenue of 23 billion VND/plan of 35.9 billion VND; food output of 19,054 tons/plan of 20,400 tons; high birth rate of 3rd child or more 29.3%/plan of 22%; cultural village rate of 55%/plan of 58.3%; number of communes meeting national health standards of 2 communes/plan of 3 communes... This had objective reasons as the economic difficulties of the world and the country had a direct impact on Nghe An province in general and Hoang Mai town in particular. The capital sources for investment in building the Town's infrastructure have not met the requirements, the business situation of some enterprises is losing money... The Town was born in difficult conditions as mentioned above, especially the severe consequences caused by the circulation of storm No. 10 had a great and direct impact.

Subjective causes need to be analyzed and evaluated deeply to find solutions, that is, some Party committees and authorities have not been resolute in leadership and direction, and have not kept up with the requirements of management innovation to meet the requirements of tasks in the new situation. On the other hand, the viewpoint of the Town leaders when setting out the requirements in evaluating the achieved results must be true to reality, not because of achievements, only then will the planning and formulation of policies for leadership in the coming time be close to reality and effective.

PV:Could you please tell us the main policies and solutions that need to be led, directed and managed so that Hoang Mai can develop in line with the potential, advantages and wishes of the province and people in 2014?

Comrade Doan Hong Vu:2014 is a pivotal year, of special importance for the completion of the goals set by the Resolution of the Town Party Executive Committee for the period 2013-2015, creating momentum for the successful implementation of the goals, completing the criteria of a type IV urban area, soon becoming a type III urban area in the future. However, this is still a year when the world and domestic economy are forecast to continue to be difficult, so it requires a high consensus among the entire Party, people, businesses and the entire political system to strive to overcome difficulties, complete the task of socio-economic development, and ensure national defense and security.

The political determination is to exceed the plan of targets, tasks and solutions for socio-economic development in 2014 set by the first term of the Town People's Council (2011 - 2016). The Town continues to perfect the apparatus, arrange cadres in the political system; focus on building essential administrative facilities; accelerate sustainable economic growth, strongly develop industry, services, tourism associated with environmental resource protection; develop agriculture, forestry and fishery in accordance with the specific conditions of each region; build new rural areas; comprehensively develop culture and society; ensure social security, improve people's lives; ensure national defense, maintain political security, social order and safety; promote administrative procedure reform, create an open environment to attract investment; improve the effectiveness and efficiency of state management.

What really needs to be concerned about and give strength to Hoang Mai at this time is that the team of cadres, civil servants, and public employees, especially the leaders, must be truly exemplary, united, and highly unified; must uphold the spirit of responsibility, and be devoted to public affairs. Must innovate leadership, direction, and management methods; practice thrift, and fight corruption and waste.

In the period of 2014-2015, the town implemented key projects and programs such as: Building essential infrastructure of the town in the period of 2013-2015; attracting investment, promoting advantages to develop the town in the direction of industry, trade services, tourism to become a type III urban area in the period of 2013-2015 and until 2020; developing marine economy in the period of 2013-2015 with a view to 2020; clean water and environmental sanitation program in the period of 2013-2015 with a view to 2020; improving the leadership capacity and fighting strength of the Party cell; preventing and effectively fighting against crimes, social evils, ensuring traffic safety... striving to make Hoang Mai a key economic zone.

In the immediate future, it is necessary to have a program and plan to quickly implement the tasks that have been determined in 2014 to quickly organize implementation, especially the urgent tasks that arise right from the first month and first quarter of the year; before, during and after the Lunar New Year of Giap Ngo. Create a favorable position and conditions to successfully carry out the political tasks of the Town.
