Auction activities still suffer from the problem of "dummy bidders" and "collusion."
(Baonghean.vn) - This issue was clearly pointed out at the Nghe An Department of Justice's conference summarizing the 2017 judicial work and implementing the 2018 judicial work plan on the afternoon of January 9th.

The following comrades attended the conference.Member of the Standing Committee of the Provincial Party Committee:Le Xuan Dai – Member of the Standing Committee of the Provincial Party Committee, Permanent Vice Chairman of the Provincial People's Committee; Cao Thi Hien – Vice Chairman of the Provincial People's Council; and representatives of leaders from provincial departments and agencies.
According to the conference's assessment, in 2017, the province's judicial work was implemented comprehensively, with a focus on key areas, achieving many results in all fields. The work of drafting, appraising, reviewing, and inspecting legal documents was carried out systematically, orderly, and gradually in-depth. State management of judicial support services was strengthened, and judicial administration work became increasingly high-quality, meeting the needs of the people in issuing criminal record certificates and effectively implementing the Law on Civil Status.
To date, the implementation of civil registration software in general, and the issuance of personal identification books in particular, in the province has gradually become more systematic, thorough, and effective. This is considered a success in the state management advisory work of the sector, creating a breakthrough that contributes to strong administrative procedure reform, making it more convenient for individuals and organizations requesting civil registration, in the work of statistics, reporting, classification, monitoring, and guiding tasks for local units.

As of December 31, 2017, 97,004 civil registration cases had been processed through the shared software system in the province. This included 59,779 birth registrations and issuance of personal identification numbers (accounting for 61.63%); 11,785 marriage registrations (accounting for 12.15%); 8,653 death registrations (accounting for 8.92%); and 16,787 other civil registration cases (accounting for 17.3%).
However, alongside the achievements, the report also points out that judicial work still has many limitations. In particular, the auction process still suffers from collusion, price manipulation, and the presence of auction brokers. Some auctions are experiencing legal violations, causing disruption to local political security and order. Inspection and supervision work remains overlapping, creating difficulties for local authorities; the implementation and monitoring of law enforcement are slow due to unclear and untimely inter-agency coordination, etc.

At the conference, delegates also presented numerous papers and suggestions aimed at effectively implementing judicial work in the coming period, focusing on issues related to the enforcement of administrative law, the application of information technology, administrative reform in civil registration and criminal records, and legal aid work, etc.
Based on that, the conference agreed on several key tasks for 2018, focusing on promoting administrative reform and applying information technology in management, direction, and operation of work, increasing the use of electronic documents; strengthening inspection of compliance with legal regulations, promptly addressing shortcomings and inadequacies, and strictly handling negative manifestations, especially in the fields of civil registration, certification, notarization, and asset auctions.
Speaking at the conference, Comrade Le Xuan Dai - Member of the Standing Committee of the Provincial Party Committee, Permanent Vice Chairman of the Provincial People's Committee - highly appreciated the results achieved by the Nghe An Justice sector in the past year, and at the same time requested officials and civil servants of the justice sector to make more efforts, overcome the remaining limitations to create a strong transformation in justice work in 2018.

On this occasion, the Department of Drafting and Reviewing Legal Documents - Department of Justice was honored to receive a Certificate of Commendation from the Prime Minister for its achievements in its work from 2012 to 2016, contributing to the cause of building socialism and defending the Fatherland. Many collectives and individuals also received Certificates of Commendation from the Ministry of Justice and the Provincial People's Committee for their achievements in judicial work in 2017.
