1. Assigning socio-economic development plan targets for 2017

The Prime Minister has just decided to assign 5 Ministries: Planning and Investment, Agriculture and Rural Development, Industry and Trade, Health, Labor - Invalids and Social Affairs the targets of the 2017 Socio-Economic Development Plan.
Based on the above assigned targets, ministries, ministerial-level agencies, government agencies, other central agencies, economic groups, and state-owned corporations shall notify relevant units of the 2017 socio-economic development plan targets for the units before December 31, 2016 for implementation.
In addition, strive to complete the targets of the 2017 Socio-Economic Development Plan according to the Resolution of the National Assembly and the 2017 Socio-Economic Development Plan and this Decision.
At the same time, periodically send quarterly reports on the implementation status and results of the 2017 Socio-Economic Development Plan to the Ministry of Planning and Investment for synthesis and reporting to the Government.
2. Assignment of the Decree on the functions and tasks of a number of agencies

Specifically, the Prime Minister agreed to assign the Ministry of Information and Communications to submit a Decree stipulating the functions, tasks, powers and organizational structure of Vietnam Television, Voice of Vietnam and Vietnam News Agency.
The Ministry of Science and Technology submits a Decree stipulating the functions, tasks, powers and organizational structure of the Vietnam Academy of Social Sciences and the Vietnam Academy of Science and Technology.
The Ministry of Labor, War Invalids and Social Affairs submits a Decree regulating the functions, tasks, powers and organizational structure of Vietnam Social Security.
The Ministry of National Defense submitted a Decree regulating the functions, tasks, powers and organizational structure of the Ho Chi Minh Mausoleum Management Board.
The Prime Minister assigned the Ho Chi Minh National Academy of Politics to submit a Decree stipulating the functions, tasks, powers and organizational structure of the Academy based on the opinions of the Politburo.
The Ministry of Home Affairs implements the Prime Minister's direction in Official Dispatch No. 10248/VPCP-TCCV dated November 28, 2016, specifically proposes the agency to be the focal point for state management of fertilizers, and reports to the Prime Minister before December 20, 2016.
3. Planning the foreign press system

The Prime Minister has just approved the Planning of the foreign press system until 2020, with a vision to 2030.
The plan aims to develop a specialized, key foreign e-newspaper in the main languages (English, French, Chinese, Spanish, Russian) in the top 10 e-newspapers with the highest traffic from Vietnam and the top 5 e-newspapers with the highest traffic from abroad for Vietnamese e-newspapers.
In addition, develop a number of specialized and key foreign newspapers and magazines in the main languages: English, French, Chinese, Spanish, Russian of regional and international scope, and encourage press agencies to have columns and articles serving foreign affairs tasks.
At the same time, the main national foreign press agency is determined to be the Vietnam News Agency with key media products including: printed newspapers, printed magazines, and electronic newspapers; supporting agencies are other central, local and foreign press agencies, in which the articles and columns in newspapers and magazines of these press agencies serve each specific audience and location.
4. Change of members of the National Committee for AIDS, Drug and Prostitution Prevention and Control

The Prime Minister has just decided that Mr. Le Tien Chau, Deputy Minister of Justice, will be a member of the National Committee for AIDS, Drug and Prostitution Prevention and Control, replacing Mr. Dinh Trung Tung.
The National Committee for AIDS, Drug and Prostitution Prevention and Control is an interdisciplinary organization that assists the Prime Minister in directing and coordinating AIDS, drug and prostitution prevention and control.
The National Committee is responsible for assisting the Prime Minister in directing the development of strategies and plans, urging implementation, integrating and coordinating programs and resources, and evaluating the activities of ministries, branches, and localities in the prevention and control of AIDS, drugs, and prostitution.
At the same time, assist the Prime Minister in directing international cooperation activities in the fields of AIDS prevention and control, drug and prostitution prevention and control; synthesize and periodically report to the Prime Minister on the implementation of AIDS prevention and control, drug and prostitution prevention and control.
5. Support to overcome damage caused by floods in 2016

Under the direction of Deputy Prime Minister Vuong Dinh Hue, the People's Committee of Binh Dinh province used the medicine, chemicals and flood prevention materials provided by the Ministry of Health to overcome the damage caused by floods.
The Deputy Prime Minister requested the Central Steering Committee for Natural Disaster Prevention and Control to synthesize the support needs of localities affected by floods (including Binh Dinh province) and submit them to the Prime Minister for consideration of financial support to overcome the consequences of floods according to regulations.
The National Committee for Search and Rescue shall preside over and coordinate with relevant agencies to synthesize and balance the needs of localities for search and rescue equipment (including Binh Dinh province), propose a plan to issue equipment to the Prime Minister for consideration and decision to issue from the national reserve.
In case of emergency, it is necessary to use national reserve vehicles for rescue work, the Deputy Prime Minister assigns the Minister of Finance to decide to temporarily export the vehicles to meet the requirements of the task according to the provisions of the Law on National Reserves.
6. Control and prevent impurities from entering raw shrimp

The Prime Minister has just approved the Project to control and prevent the act of adding impurities to raw shrimp and the production and trading of shrimp products containing impurities.
Accordingly, the goal by the end of 2017 is that 100% of shrimp farming facilities in 4 key provinces: Ca Mau, Soc Trang, Bac Lieu, Kien Giang will sign a commitment not to put impurities in shrimp before consumption; 100% of purchasing, preliminary processing, and processing facilities in 4 key provinces: Ca Mau, Soc Trang, Bac Lieu, Kien Giang will sign a commitment not to put impurities in shrimp; not to buy shrimp with impurities.
By the end of 2018, the situation of adding impurities to raw shrimp in key provinces and nationwide will basically end.
7. Salaries and allowances for employees on hydropower projects

The Government has just issued a Resolution on salary and salary allowance regime for hydropower projects.
Accordingly, officers, workers and employees of 8 hydropower projects: Ban Ve, Ban Chat, Son La, Lai Chau, Huoi Quang, Se San 4, Pleikrong and Dong Nai 5 are entitled to salary regimes, salary allowances (including attraction allowances), production instability coefficients and mid-shift meals from construction to completion of the project according to the guidance documents of competent authorities.
On that basis, the investor and contractor will make final settlement of the project according to regulations.
8. Building flood maps downstream of reservoirs

The Prime Minister has just added 30 billion VND to the Ministry of Agriculture and Rural Development from the central budget's 2016 economic expenditure estimate to build flood maps downstream of reservoirs on inter-provincial river basins.
The Prime Minister requested that the management and use of the additional funds ensure savings, efficiency and compliance with regulations. The Ministry of Finance is responsible for the content and data of the report.
The Ministry of Agriculture and Rural Development shall develop specific contents, establish and approve the budget estimate for the construction of flood maps downstream of reservoirs in inter-provincial river basins to ensure savings, efficiency and compliance with regulations; on that basis, the Ministry of Finance shall appraise and submit to the Prime Minister the total budget for project implementation, the remaining budget, and the amount of additional budget (if any).
9. Business inspection once a year, no overlap

To facilitate production and business and improve the investment and business environment of enterprises, the Prime Minister requires ministries and agencies to proactively coordinate and reach consensus when developing inspection, examination and audit plans to ensure that financial and tax inspections and audits of enterprises are organized once a year, without duplication or overlap, and must be made public in advance for enterprises to know (except in special cases where enterprises are found to be in violation, which must be implemented in accordance with the provisions of law).
The Prime Minister requests that no inspection or examination be conducted without grounds as prescribed by law. When conducting an inspection, examination or audit, it is not allowed to re-inspect, examine or audit issues or contents that have been previously concluded or handled by competent authorities and one must be responsible before the law for the conclusions of one's inspection, examination or audit.
The Government Inspectorate will preside over and coordinate with the Ministry of Finance and relevant agencies to monitor and supervise the implementation.
10. Completing the Charter of the Vietnam Cooperative Alliance

The Government Office has just announced the conclusion of Deputy Prime Minister Vuong Dinh Hue at the meeting on the Draft Charter of the Vietnam Cooperative Alliance.
The draft Charter must ensure compliance with the provisions of the 2012 Law on Cooperatives and related legal documents; reasonably inherit the Charter of the third term; and meet the practical requirements of the operation of the Vietnam Cooperative Alliance in current conditions.
The Vietnam Cooperative Alliance has the function of gathering members' opinions to propose to the Party and State on Party policies and State laws related to collective economy and cooperatives.
Members of the Vietnam Cooperative Alliance are obliged to strictly comply with the Party's guidelines and policies, the State's laws and policies, the Cooperative Alliance Charter and the Resolutions of the Congress, the Standing Committee and the Executive Committee of the Vietnam Cooperative Alliance.
