Scholarships to study abroad - Regulations on scholarship refunds

(Baonghean) -Ms. Le Thi Hoa (Truong Thi Ward - Vinh City) asked:My child is in grade 11 at a specialized school in the province. He is determined to study abroad after finishing high school. So, I would like to ask, what are the regulations of the Ministry of Education and Training to get a scholarship to study abroad?

Reply:Circular No. 01/2013/TT - BGDDT dated January 29, 2013 of the Minister of Education and Training stipulates: Students who are eligible to apply for scholarships under the State budget must meet the following conditions: Being students sent to compete and win international Olympic prizes, or studying specific majors as required by the Government, with good academic performance, good conduct from grade 11 to grade 12 and graduating from high school with good grades or higher; having been directly admitted or taking the exam and being admitted to Vietnamese universities (no subject scoring below 50% of the required scale).

The selection will be done by arranging the list of candidates in descending order according to the following criteria:

- International Olympic results

- Total score of three university entrance exams (without coefficient);

- Total high school graduation exam score;

- Average score of 3 years of high school;

- Foreign language score (according to scholarship program regulations);

- Other priority criteria and achievements as prescribed;

- Evaluation and priority order according to the recommendation of the recruiting agency (if any).

*Mr. Le Quang in Ha Huy Tap ward, Vinh city asked:Since 2013, international students who receive scholarships but fail a grade or drop out of school on their own will have to repay the scholarships. Is the above information correct?

Reply:According to Decision 05 dated January 15, 2013 of the Prime Minister on Vietnamese citizens studying abroad, there are those who study abroad who receive full or partial training costs, travel costs, living expenses and other costs related to studying from the state budget through ministries, branches, provincial People's Committees, state agencies, state-owned enterprises, or scholarships within the framework of agreements and cooperation agreements between Vietnam and foreign countries, or with international organizations. In these cases, if they fail to complete the training program of the semester or school year as required by the foreign training institution or are stopped from receiving scholarships from the foreign country, during the time of failure to study or retake exams, they will not be entitled to receive scholarships from the state budget. The continued granting of state scholarships is decided by the competent authority after the overseas student has satisfactory results in the subjects to be retaken or retakes or is continued to receive scholarships from the foreign country.

International students receiving scholarships must reimburse the scholarship and training costs in the following cases:

Not attending a course after having registered for admission and having been funded for training. Leaving school without permission or dropping out of school during the period of being sent for training. Not being granted a diploma or certificate of completion of the course, except in cases of force majeure. Being expelled from school or deported back to the country. Quitting or voluntarily quitting a job without having served the required time according to current regulations.

This decision takes effect from March 10, 2013.
