On September 14, 2011, student PVV (born November 23, 1995, K16, Ha Huy Tap Ward, 9th grade student of Le Loi Secondary School) had his motorbike confiscated by Vinh City Traffic Police for the following violations: no helmet, no papers, no license plate. With similar violations, student NTHT (grade 12 C2), student TTA (grade 12 G, Nguyen Truong To Private High School) were also checked by Traffic Police, and their two motorbikes with license plates 37B 1010.24 and 37M2 4220, etc. were confiscated by Traffic Police.

That was a common image we encountered during the first days of the 2011 Traffic Safety Month at the headquarters of the Vinh City Traffic Police. Most of the traffic safety violations that resulted in the temporary confiscation of motorbikes were committed by teenagers aged 16-22, most of whom were students. Many of them, when fined, expressed their apologies, "I hope the police will sympathize, this is my first violation," but there were also many cases where they showed indifference and defiance. Even when following the patrol force on some key roads, we saw many cases where, when the traffic police asked them to stop for inspection, the drivers of the vehicles accelerated and ran away, deliberately swerving and weaving, teasing the people on duty. Lieutenant Colonel Nguyen Van Danh - Deputy Head of the Traffic Police Department of Vinh City Police said: "Currently, traffic awareness of students is very poor, there are many violations. Just at the gates of junior high schools, colleges, vocational schools... in the area, every day, more than two dozen cases of traffic safety violations by students are handled, including cases of repeated offenses so many times that the traffic police are familiar with them."
Punish students who violate the law
According to statistics from the authorities, up to 85.3% of the causes of accidents are due to drivers violating the speed limit, overtaking recklessly, competing for the right of way, carrying more people than the prescribed number, not having a driving license, drinking alcohol, using stimulants and drugs. Of these, the number of traffic accidents caused by young people, students, and pupils driving motorbikes at high speed, weaving, swerving... accounts for a large number. In the two years 2009 - 2010 alone, there were about 429 cases of students violating traffic laws, including nearly 100 cases of weaving, swerving, illegal racing and cheering on racing. And this year, only half a month after implementing Traffic Safety Month, there have been hundreds of cases of students who have been fined for violating traffic safety laws.
To raise awareness among students, the relevant authorities have coordinated with schools to strengthen propaganda and education on road traffic laws in many forms such as seminars, exchanges, competitions, creating dramatized skits, extracurricular activities and direct propaganda. Recently, Nghe An Provincial Youth Union has implemented the project of Youth Union participating in maintaining traffic order and safety with many models such as "safe school gate", "self-managed youth road", youth teams, youth students, volunteer students participating in maintaining traffic order and safety...
Confiscate traffic violators to warehouse.
Students who violate traffic laws will be notified to their school and residence. Schools have also taken many drastic measures to deal with students who violate laws, such as warnings, demotion, and even suspension for serious violations.

The above reality requires that authorities, schools, youth unions and parents need to coordinate more closely in managing students. At the same time, promote the construction of self-management models to ensure traffic safety order in schools; launch the movement "Building school traffic culture" and use criteria for compliance with traffic safety laws to evaluate and rank emulation and annual rewards. Replicating the model "School traffic safety bulletin board", "youth self-management school gate for traffic safety", etc., contributes to raising awareness and behavior of students when participating in traffic; minimize congestion in front of school gates and directly impact parents' awareness when taking and picking up their children to school. In addition to the forms of mobile propaganda and direct dialogue on traffic safety laws that are currently being effectively applied by many provinces and cities, including traffic safety in official teaching is also a positive solution that not only helps students to be exposed to useful knowledge every week and month but also contributes to raising awareness, moving towards building an increasingly friendly and safe school environment.
