(Baonghean) -Implementing Directive No. 03-CT/TU of the Politburo on "Continuing to promote studying and following Ho Chi Minh's moral example", the Provincial Party Committee has issued Plan No. 19-KH/TU to implement the Directive. Party committees at all levels, localities, and units throughout the province have proactively propagated in many forms, with rich and practical content, bringing about effective results.

The research and study of topics on Ho Chi Minh's ideology and moral example such as: organizing research and study of the work "The Revolutionary Path", the topic "Studying and following the moral example of Ho Chi Minh, striving throughout life to be diligent, frugal, honest, upright, impartial, and selfless, to be a devoted and loyal servant of the people, with a pure private life and a simple private life", and the topic: "Studying and following the moral example of Ho Chi Minh on mass style, democracy, setting an example; promoting the exemplary responsibility of cadres and party members, especially key cadres at all levels" have been directed and implemented according to plan by party committees at all levels.

In some units, studying and researching topics are not only simply to thoroughly understand but also to deeply research and connect with oneself, truly a broad political and ideological activity within the Party. Party committees at all levels, localities and units have well implemented the content of studying and following Ho Chi Minh's moral example according to Directive 03, included it in the action program to implement the Resolution of Party Congresses at all levels and registered to implement ethical and lifestyle standards with the responsibility of setting an example for cadres and party members, especially leaders at all levels...

After 2 years of implementing Directive 03-CT/TU, the whole province has seen many typical examples, good practices, profound meanings, and practicality, such as: the movement to help poor communes in Western Nghe An of 88 agencies and units located in the province. The forms of support and assistance are flexible and creative according to the conditions, capabilities and needs of each locality, from cash, seeds, livestock, agricultural supplies, to the daily living needs of the people, the community, or support to disseminate farming techniques, agricultural extension, forestry extension, closely connecting cadres, civil servants, businesses with the people.

Many units have actively and proactively carried out socio-economic tasks, taking the lead in building new rural areas such as Son Thanh commune (Yen Thanh), Nghia Dong commune (Tan Ky). These are typical examples such as organizing and maintaining the initiative "Bowl of love porridge", "Love meal" for the poor in the health sector at Nghe An General Hospital, Northwest and Southwest Regional General Hospitals, Anh Son District General Hospital, Quynh Luu District... Promoting the study and following of Uncle Ho has also seen the emergence of many truly typical, shining individuals, worthy of the fine traditions of the nation and homeland such as: Comrade Hoang Van Binh - Anh Son District Military Command received support to raise 2 orphaned children, providing 10 kg of rice each month to raise them until they grow up; Traditional medicine practitioner Nguyen Trong Phung, Minh Son commune (Do Luong) voluntarily contributed 750 million VND to build nearly 600m of concrete roads in the village...

Study and follow Uncle Ho's moral and style example through practical and specific actions and deeds such as: correcting the style and discipline in the activities of agencies and units, performing flag salutes, reviewing work and cleaning the campus every Monday; regulations on not drinking alcohol at noon as in the units: Cua Lo, Anh Son, Nghi Loc, Provincial Police, Military Command. Nghia Dan District Party Committee builds standards of public ethics and publicity in agencies and organizations; Tan Ky District Party Committee issues a directive on building a new lifestyle of saving in weddings, funerals, etc.

The summary of 2 years of implementing Directive 03-CT/TU at the district level in 27/27 district, city, town Party Committees and affiliated Party Committees has honored 464 typical advanced collectives and 776 individuals. The provincial conference honored 27 collectives and 40 individuals as typical outstanding faces with effective, practical, convincing and widely spread work. The Standing Committee of the Provincial Party Committee has selected 2 typical collectives and 3 individuals for the Central Committee to commend and reward in the near future. It can be said that the individuals and collectives honored at the Conference to commend the implementation of Directive 03/CT-TU at all levels with specific and practical actions have shone, creating beauty, respectability and honor in the social life of Nghe An province, actively contributing to the implementation of the tasks of socio-economic development, strengthening national defense - security and Party building in the whole province, making the cultural tradition of Nghe An homeland more glorious.

It can be said that after 2 years of implementing Directive 03-CT/TU with such great results, it is because: most party committees at all levels have correctly and fully recognized the purpose, requirements and key content in implementing Directive 03 of the Politburo, considering this a regular task of each party committee, agency and unit, linking studying and following Uncle Ho's moral example with educating and training cadres and party members, and the task of building a clean and strong Party.

Many Party committees and localities have had good and creative ways of doing things that have brought about practical results; linking the implementation of Directive 03 with Resolution of the 4th Central Committee (11th tenure) "Some urgent issues on Party building at present", in which special attention is paid to the measures of self-criticism and criticism within the Party; focusing on solving outstanding and urgent issues drawn from the review to do better ideological work within the Party and the whole society. However, in implementing Directive 03-CT/TU, besides localities that have done well, done well, and brought about practical results, there are still some places that have done things in a stereotyped, poor way, not really self-consciously, lacking creativity, and even being confused; In some places and at some times, there is insufficient awareness of the purpose, requirements and content of Directive 03, this is not seen as a regular task of each agency and unit, it is not linked to Party cell activities, and the self-awareness and self-awareness of cadres and Party members in studying and following Uncle Ho's moral example have not been fully promoted. Propaganda work, setting examples of good people and good deeds, honoring outstanding collectives and individuals in implementing Directive 03 have not been really effective in some places and at some times, there is still perfectionism in building typical examples; typical examples of studying and following are individual leaders are still few, so the spread is not high...

In order for Directive 03-CT/TU on "Promoting learning and following Ho Chi Minh's moral example" to be effective and have practical significance to meet the requirements set forth from practical political tasks, in the coming time, the whole province needs to continue to carry out the following tasks:

1. Continue to study and research the 2013 topic on "Studying and following Ho Chi Minh's moral example on mass style, democracy, setting an example; promoting the exemplary responsibility of cadres and party members, especially key leaders at all levels". At the same time, continue to further concretize the 8 contents of Directive 03 into the actual circumstances of each locality, agency, and unit.

2. Continue to monitor, build, foster and replicate typical collectives and individuals in studying and following Uncle Ho. Well implement the requirements of the Provincial Party Standing Committee that each standing committee of Party committees at all levels, key leaders of departments, branches, sectors, the Fatherland Front and mass organizations from the province to the grassroots must have at least one typical individual. Well implement the regulations on setting examples for cadres and party members, especially key leaders at all levels. Each cadre and party member must be an exemplary model for the masses to follow; consider exemplary role models as an unspoken command of leaders in agencies and units.

3. Implement the policy: Party committee members from district level and above, once a year and once a quarter, participate in activities with rural and residential block Party cells; key leaders at all levels must periodically meet and dialogue with the people; localities, agencies and units throughout the province organize savings boxes so that each cadre and Party member can voluntarily contribute monthly to help people in remote, isolated and disadvantaged areas.

4. Continue to promote the building and replication of good models, good practices, proactiveness and creativity in studying and following Ho Chi Minh's moral example in conjunction with the goals of economic development, Party building, security protection, hunger eradication and poverty reduction, especially in mountainous, remote and isolated areas; set an example of good people, good deeds, helping the poor, poor families, and meritorious policy families.

5. Building advanced models, associated with organizing annual commendations and honors on the occasion of Uncle Ho's birthday (May 19 every year). Organizing preliminary and final reviews of the implementation of Directive 03 every year is associated with the Party building work of each Party Committee at all levels, with separate reports on the implementation of Directive 03 of the Politburo. Turning the implementation and following of Ho Chi Minh's moral example into a movement of the entire people, a trend of society, a driving force for socio-economic development, quickly turning our province into a rich, strong, civilized province.
