Receiving and working with the delegation on the side of Nghe An province were comrades: Phan Dinh Trac - Member of the Party Central Committee - Secretary of the Provincial Party Committee; Ho Duc Phoc - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; Thai Van Hang - Member of the Provincial Party Committee Standing Committee, Vice Chairman of the Provincial People's Committee and leaders of departments, branches and sectors.
Before the meeting, the delegations of Nghe An and Hua Phan provinces held a flower offering ceremony in memory of President Ho Chi Minh at Ho Chi Minh Square.

The working session took place in an open, united, friendly and cooperative atmosphere. The two delegations informed each other about the socio-economic development, national defense and security in 2010 and the first 6 months of 2011 of each province. The two sides were pleased to highly appreciate the achievements of the two provinces and discussed and reviewed the cooperation activities in the past time, and the plan for the future. Despite many difficulties, the people of Nghe An - Hua Phan provinces have achieved many victories in the fields of socio-economic development, national defense and security, and border protection.
View of the meeting
In the coming time, the two provinces will continue to propagate and educate people along the two sides of the border to properly implement the Border Regulations between the two provinces and the two countries; create favorable conditions and encourage businesses of all economic sectors to invest and cooperate with each other on the basis of the potential, strengths and needs of the two provinces in accordance with the laws of the two countries and for mutual benefit.
The two provinces continue to create conditions for localities and people on both sides of the border to meet, exchange, visit relatives, exchange experiences, and trade goods. The two provinces closely coordinate in directing the planting of markers to complete the survey and planting plan proposed by the Joint Border Marker Planting Committee of the two countries. Agree to upgrade the border opening at Thong Thu - Nam Tay to a secondary border gate. Agree to build a border market on Vietnamese land built by Nghe An province. Hua Phan province also agrees to build a traffic road on Hua Phan side to the connection point of the border traffic road that Nghe An province has built.

After the talks, leaders of Nghe An and Hua Phan provinces signed a memorandum of understanding with 8 agreed contents, serving as a basis for prioritizing investment and development cooperation in the coming time.
