Talks and signing of cooperation memorandum between Nghe An and Xieng Khouang (Laos)
(Baonhgean.vn) -Continuing the visit and working program in Nghe An, on the morning of July 18, the high-ranking delegation of Xieng Khouang province (Lao PDR) held talks and signed working minutes with the high-ranking delegation of Nghe An province.
Attending the meeting, on the side of Nghe An province were comrades: Ho Duc Phoc - Secretary of the Provincial Party Committee; Nguyen Xuan Duong - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; Le Xuan Dai - Member of the Standing Committee, Vice Chairman of the Provincial People's Committee. On the side of Xieng Khouang province, there was comrade Xom Kot Mang No Mech - Secretary, Governor of Xieng Khouang province. Also attending were representatives of relevant departments and branches of the two provinces.

At the meeting, comrade Ho Duc Phoc - Secretary of Nghe An Provincial Party Committee informed about some basic features of the socio-economic situation, national defense and security of Nghe An province in the first 6 months of 2013; some development orientations and priorities of Nghe An province; about the cooperation results between Nghe An and Xieng Khouang provinces in the past time.

Comrade Xom Kot Mang - No Mech expressed his sincere feelings when visiting Nghe An for the first time - the homeland of President Ho Chi Minh; about the sincere and valuable assistance of the Party, the people of Vietnam in general and Nghe An in particular in the struggle for national liberation and the construction of Laos as well as Xieng Khouang province at present. After giving a preliminary report on the economic, socio-cultural, security and defense development of Xieng Khouang province in the first 6 months of the year, he proposed 8 cooperation contents between the two provinces in 2013-2014.

At the meeting, in the spirit of cooperation and mutual understanding, the two sides discussed and agreed on a number of key cooperation contents in 2013-2014. Specifically: continue to fully implement the contents of the meeting minutes between the two countries' border delegations signed in Vientiane (Laos) on July 8, 2012; strengthen cooperation and develop trade in goods and tourism between the two provinces; accept the proposal of the two districts of Ky Son (Nghe An) and Muong Noc (Xieng Khouang) on changing the proposed location to upgrade the border opening; agree on the policy of opening more service and accommodation facilities at the two border gates of Nam Can and Nam Can; Nghe An continues to transfer money to support the construction of the Xieng Khouang Provincial Cultural House according to the agreement; continue to give many priorities and help Xieng Khouang in education, training, sports and health activities; Regularly direct border districts and functional forces to increase patrols, detect and promptly handle plots to sabotage the friendly border, and protect upstream forests along the border of the two provinces and two countries.
In addition to the previously agreed contents, through discussions at the meeting, in an open spirit, the two sides also raised a number of new cooperation contents for representatives of relevant departments and branches to give their opinions to continue perfecting the procedures.
