Nghe An Provincial People's Council supervises the implementation of low-income housing policy

(Baonghean) -Implementing the monitoring plan of Nghe An Provincial People's Council, on the afternoon of October 12, the Economic - Budget Committee of the Provincial People's Council, headed by Comrade Pham Anh Tuan - Provincial Party Committee member, Deputy Head of the Economic - Budget Committee, Chairman of the Provincial Labor Federation, had a monitoring meeting on the implementation of support policies for low-income housing projects in urban areas and industrial park workers' housing in the province according to Resolution No. 317/2010/NQ-HDND, dated July 10, 2010 of the Provincial People's Council at the Nghe An Department of Construction.

According to the report of the Department of Construction, as of June 30, 2011, there were 9 low-income housing projects approved for investment by the Provincial People's Committee. Of which, there are currently only 2 housing projects for low-income people being built in Vinh City, including: a mixed service housing and social housing project in Le Loi Ward - Vinh City invested by Tecco New Technology Investment, Construction and Application Joint Stock Company (currently this project has been completed and put into use, including 2 5-storey high-rise buildings with 106 apartments); a mixed service and social housing project in Hung Loc Commune, Vinh City invested by Tecco Central Joint Stock Company (currently a 5-storey building with 40 apartments has been put into use, and a 7-storey building with 60 apartments is expected to start construction in the fourth quarter of 2011).


As for the housing project for industrial park workers, currently no enterprise has registered to invest, although the demand is very large. The implementation of the Central and provincial policies in supporting low-income housing projects, although there are many incentives, but in the process of implementing low-income housing projects, investors have not received full support mechanisms from all levels but have only implemented the policy of exempting land use fees. In particular, in the process of implementing the investment policy for low-income housing projects, the propaganda work to raise awareness of investors and beneficiaries of low-income housing policies has not been thorough, so it has not created consensus and positive support.

At the meeting, the monitoring delegation suggested: The Department of Construction should advise the Provincial People's Committee to have appropriate policies to promote the implementation of investment projects for low-income housing and housing for workers in industrial parks, meeting the current huge demand; Coordinate with the Department of Finance to effectively implement the mechanisms and policies of the Central and the province that have been issued, creating conditions for investors to implement projects in this field. Actively and proactively urge investors to implement projects that have been registered and approved for investment, even handling administrative procedures. Pay attention to the appraisal of construction technical quality and housing prices, ensuring that completed and put into use projects ensure quality and are suitable in price.
