(Baonghean.vn) - On the morning of November 24, the Legal Committee of Nghe An Provincial People's Council held a session to review the contents submitted to the 11th session of the 18th Provincial People's Council.

Comment on the content of the Provincial People's Committee's report onadministrative reform2022; 2023 tasks, delegates' opinions suggested that the report should include the implementation results of the district and commune levels, and supplement the work of monitoring law enforcement. Some departments and branches have not yet advised on the issuance of regulations on functions, tasks, powers, and organizational structure, it is recommended to clearly identify the reasons.

Add specific data on the number of civil servants and public employees who have been disciplined or prosecuted. Clarify the reasons why communal-level officials, especially land officials, violate the law frequently and find solutions for the reality that administrative procedure settlement for organizations and individuals still has many overdue records.

The report needs to add solutions to enhance the responsibility of departments, branches and localities in administrative reform, especially the responsibility of leaders.

The delegates' comments basically agreed with the key tasks for 2023 stated in the report. At the same time, it was suggested that it is necessary to emphasize that administrative procedure reform is one of the prerequisites to improve the investment and business environment and increase investment attraction. Therefore, it is necessary to focus on directing sectors and levels to strengthen the review of administrative procedures to propose cutting and simplifying cumbersome and complicated procedures and shortening the processing time.

In addition, delegates said that it is necessary to strengthen the responsibility of all levels and sectors in directing administrative reform work; inspect the responsibility of heads of departments, branches, sectors, Chairmen of People's Committees at district and commune levels for administrative reform work; inspect cadres and civil servants who directly receive and process administrative procedures for people, especially cadastral officers at commune level.

Commenting on the report on administrative reform, Mr. Nguyen Nam Dinh - Permanent Vice Chairman of the Provincial People's Council requested the Department of Home Affairs to add more solutions on reforming the organizational apparatus, reviewing the vertical system of central ministries and branches to rearrange the organizational apparatus.

Along with that, it is necessary to calculate the source to increase salaries for officials and civil servants according to the National Assembly's Resolution to increase the basic salary for officials, civil servants and public employees to 1.8 million VND/month from July 2023; continue to review administrative procedures to propose abolition and reduction. The comrade noted that the Department of Home Affairs needs to include the competitiveness index of sectors and districts in evaluating the results of administrative reform.

The Legal Committee of the Provincial People's Council assessed the report contents of the Department of Home Affairs as very methodical, and at the same time requested the drafting agency to supplement the content to clarify the reasons for the limitations in building e-government, and the low rate of official mailboxes.

The responsibility of departments, branches, agencies and units in handling administrative procedures is still slow; supplement the assessment of existing problems and limitations in implementing Project 06/CP; continue to propose solutions for reforming the organizational apparatus and salary reform; continue to review administrative procedures to propose the abolition of unnecessary procedures.

Also in the morning, the Legal Committee of the Provincial People's Council organized the review of the following reports: Report of the Provincial People's Committee on traffic safety work in 2022, tasks in 2023; Report of the Provincial People's Committee on the results of receiving citizens, handling complaints and denunciations of citizens in 2022, tasks in 2023; Report of the Provincial People's Committee on the results of corruption prevention and control in 2022, tasks in 2023; Report of the Provincial People's Committee on the fight against crime and law violations in 2022, tasks in 2023; Report of the Provincial People's Procuracy on the work of the sector in 2022, tasks in 2023; Report of the Provincial People's Court on the work of the sector in 2022, tasks in 2023; Report of the Provincial Civil Judgment Enforcement Department on the work of the sector in 2022, tasks in 2023; Report of the Provincial People's Committee on handling voters' opinions and recommendations before, during and after the 7th session of the 18th Provincial People's Council (under the legal field of responsibility).

Based on the opinions of the delegates, the Legal Committee requested the drafting agencies to supplement and complete the draft Resolutions and reports to submit to the upcoming session of the Provincial People's Council.
