(Baonghean.vn) - The 5th session of the 17th Provincial People's Council, term 2016 - 2021, is scheduled to open on December 18 and is expected to consider 28 reports and 26 resolutions.
On the afternoon of October 25, the Standing Committee of the Provincial People's Council held a meeting to prepare for the 5th session of the 17th Provincial People's Council, term 2016 - 2021; deploying key tasks for November 2017.

The 5th session of the 17th Provincial People's Council, term 2016 - 2021, is scheduled to open on December 18. Based on the expected contents and agenda of the session, and comments at the meeting, delegates focused on discussing, considering and agreeing to submit 28 reports and 26 resolutions related to socio-economics, national defense and security to the Provincial People's Council for consideration at this session.
Notably, there are reports on the implementation of socio-economic development tasks in 2017 and resolutions on socio-economic development tasks in 2018; resolutions on a number of policies to support investment in agricultural and rural development; resolutions regulating prices for medical examination and treatment services not covered by the Health Insurance Fund in medical facilities...

At the meeting, many delegates raised the need to pay attention to preparing quality reports, draft submissions, and resolutions to be submitted to the meeting.
To improve the quality of preparing reports and draft resolutions, avoid being passive and rushed about the time of the Standing Committee and the Provincial People's Council Committees in the review, affecting the quality, many opinions at the meeting suggested that the Provincial People's Committee continue to direct and urge the sectors to focus on completing and submitting reports and draft resolutions early.
The opinions also suggested that the Provincial People's Committee direct the sectors to seriously absorb and edit the reports and draft resolutions after the review; for the reviewed contents that have not yet created consensus between the Provincial People's Council committees and the sectors assigned to draft the reports and draft resolutions, they will be reported to the Standing Committee of the Provincial People's Council and the Provincial People's Committee for consensus.
Vice Chairwoman of the Provincial People's Council Cao Thi Hien affirmed that at this session, the Provincial People's Council will continue to innovate and improve the quality of contact with voters; accordingly, the Provincial People's Council delegates will be required to report on the results of activities during the year for voters to monitor.
The Standing Committee of the Provincial People's Council also directed the Provincial People's Council delegations, depending on each locality, to select a number of issues of interest to voters or, based on the expected resolutions to be presented at the session, to organize a number of thematic meetings with voters.
Vice Chairman of the Provincial People's Committee Le Xuan Dai also affirmed that, in order to improve the quality of contact with voters, the Provincial People's Committee will be responsible for improving the quality of information on socio-economic reports; especially issues of concern to voters to provide to the Provincial People's Council delegates so that they can explain directly to voters at the voter contact conference, in order to limit repeated petitions and recommendations, causing frustration to voters.

Concluding the meeting, Chairman of the Provincial People's Council Nguyen Xuan Son emphasized: The key task of November for the Standing Committee and the committees and Office of the Provincial People's Council is to focus on preparing for the 5th session of the Provincial People's Council, focusing on preparing quality content for the session.
Mr. Nguyen Xuan Son emphasized that the provincial People's Council delegates need to pay attention to thoroughly answering voters' recommendations and reflections; at the same time, focus on strengthening voter contact activities after the session of the provincial People's Council delegates.
The Chairman of the Provincial People's Council also requested that the Provincial People's Council focus on completing the monitoring programs of the Standing Committee and the committees, in which it is important to point out the shortcomings and limitations to make recommendations to levels and sectors to overcome in the coming time; at the same time, handle issues arising between the two sessions related to socio-economic policies to ensure strict compliance with procedures and regulations of the law.
