Nghe An Women's Union with election work
(Baonghean) -Implementing the directives of the Central Committee of the Vietnam Women's Union and the Steering Committee, the Provincial Election Council, and the Provincial Fatherland Front Committee on election work, the Nghe An Provincial Women's Union has promptly deployed its activities. Directing all levels of the union to conduct extensive propaganda among all levels of female cadres and members. In particular, the Women's Union has actively disseminated the Party and State's documents regulating the proportion of women participating in the National Assembly and People's Councils at all levels, in order to ensure a female proportion of 30% or more.
While actively directing propaganda work, the staff of the Women's Union at all levels has carefully prepared female human resources, advised, proposed, and introduced to the Party Committees at all levels on female personnel work for the election (100% of the Chairmen of the Women's Union at all levels participate in the Election Committees and Election Boards at all levels). Based on the planning of female cadres, the results of the Party Congresses at all levels for the 2010-2015 term, under the direction of the Provincial Women's Union, the Women's Union at all levels has organized the review, selection, and list of outstanding female cadres with qualifications, capacity, good qualities and ethics to advise the Party Committees to select and introduce them to run for the National Assembly and People's Councils at all levels.
Thanks to good preparation, the Women's Union has participated effectively and qualitatively in unifying the structure and introducing female candidates for the National Assembly and People's Councils at all levels in the consultation sessions. This is shown through the following figures: The results of the first round of consultation, the number of female candidates for the National Assembly reached 47%; the second round of consultation, reached 36.7%, which is a positive signal. Regarding female candidates for People's Councils, round 1: provincial level reached 30%; district level reached 26.1%; commune level reached 23.2%. The results of the second round of consultation, provincial level reached 30.1%; district level reached 30%; commune level reached 29.2%. The results of the third round of consultation: female candidates for the National Assembly reached 35.3%; female candidates for the People's Councils at the provincial level reached 27.4%.
These results have demonstrated the attention of Party committees, authorities, and the Fatherland Front at all levels as well as the advisory efforts of the associations at all levels in the work of introducing female cadres to run for the National Assembly and People's Councils at all levels. At the same time, it is also the dynamism and efforts of women to assert themselves, enhance the role and position of women, and demonstrate gender equality in the new period.
However, whether the results after the consultation rounds can reach the final destination of the election or not, is still a difficult and challenging journey for female candidates. Therefore, in order to fulfill its responsibilities, in recent times, the Provincial Women's Union has closely coordinated with the Vietnam Fatherland Front Committee to do a good job of propaganda, mobilization, and arrangement of female personnel in the electoral units to ensure the structure and proportion of women. In particular, to best support female candidates, the Provincial Women's Union has proactively organized communication and training activities to support female candidates to participate in meetings with voters and upcoming election campaigns.
The Provincial Women's Union sent 5 officials to participate in 2 training courses, training lecturers to serve the training of female candidates for People's Councils at all levels (1 course organized by the Ministry of Labor, Invalids and Social Affairs and 1 class organized by the Central Committee of the Vietnam Women's Union). In coordination with the Provincial Women's Union Committee, 5 training courses were organized for 400 female candidates for the National Assembly and People's Councils at the provincial and district levels. Through that, it helped female candidates to be confident in their activities, especially in communication skills, advocacy skills, how to contact voters, develop programs, and election campaign plans to achieve the best results.
As a province with a large area, with up to 11 districts and towns in mountainous areas, the issue of propaganda and mobilization for female cadres, members and voters in the whole province to directly participate in voting with high results, from 97% or more is an issue that all levels of the association must pay attention to. To achieve the required proportion of female representatives, the Provincial Women's Union will continue to coordinate with the Vietnam Fatherland Front Committees at all levels, directing grassroots associations to have many activities to support female candidates in propaganda and election campaigning through meetings and contacts with voters.
In addition, from now until the election day, the Provincial Women's Union will continue to focus on directing all levels of the union to promote the role of socio-political organizations, effectively participate in propaganda activities, mobilize female union members and the whole community about the rights and obligations of voters in the election. Strengthen the organization of women's union activities, pay attention to grasp the aspirations of women of all walks of life and public opinion in general and about the election in particular to promptly reflect to higher levels; participate in election inspection and supervision according to regulations, implement the information and reporting regime on the number, structure and list of female candidates immediately after each round of consultation conferences; report on the results of election participation and the results of female National Assembly deputies and People's Council deputies at all levels.
