This morning, December 3, under the chairmanship of comrade Tran Hong Chau - Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council, the Executive Committee of the Nghe An Provincial Party Committee, term XVII, held the 11th conference to listen to and give opinions on the results of the implementation of the socio-economic development plan, basic construction in 2011, orientation for 2012; and adjust and supplement the socio-economic development plan of Nghe An province for the period 2011 - 2020. Attending were representatives of the Central Party Office, the Central Party Inspection Committee.

In 2011, Nghe An implemented solutions to curb inflation, stabilize the macro economy, ensure social security according to Resolution 11 of the Government and achieved remarkable results. The economy continued to develop and achieved a high growth rate of 10.38%. The economic structure shifted in the right direction. Of the 25 main targets set for the year, 19 targets were achieved and exceeded. The value of agricultural and industrial production increased. The fields of foreign economic relations, investment promotion, enterprise development and social fields had many positive changes. Administrative reform and state management were strengthened, especially mineral management. The settlement of complaints and denunciations achieved high results, national defense, security, and social order and safety in the province continued to be ensured. However, there are still some limitations such as price increases, inflation, and epidemics affecting production, business and people's lives. The investment sector still has many shortcomings, especially in site clearance. The implementation of the new rural construction program is still slow. The disbursement rate of capital for basic construction investment is low. Some large projects are still stuck but lack direction and are slow to resolve. Some pressing social issues have not been well resolved such as price control, black credit default, environmental pollution, crimes using hot weapons, etc.
Regarding the implementation of the basic construction investment plan, in the first 10 months of 2011, the total mobilized capital for basic construction investment in the province reached 18,814 billion VND, an increase of 18.65% over the same period, estimated at 24,581 billion VND for the whole year. Resource mobilization focused on investment was quite good. Management, direction, inspection and supervision of basic construction investment were strengthened. However, there are still many projects stuck in site clearance, and the progress of implementation of some capital sources is still slow. The capacity of investors, consulting agencies and contractors is still limited. In 2012, the estimated total social investment capital is 28,000 to 30,000 billion VND, an increase of 17-20% over 2011.
The review and adjustment of the socio-economic development plan of the province until 2020 is based on many factors such as the State's policies, market factors, and new orientations of the Central Government. The new draft plan has been adjusted and supplemented with some contents in the development perspective, some general goals and specific goals in development. In which, the general goal is to strive to make Nghe An a fairly developed province in the Northern region by 2015 and a fairly developed province in the whole country by 2020; basically becoming an industrial province by 2020.
Concluding the conference, comrade Tran Hong Chau emphasized that the socio-economic tasks in 2012 need to focus on resolving the following key issues: adjusting public investment, prioritizing disaster recovery, ensuring spending sources for social security, focusing on overcoming shortcomings and problems in 2011, especially the 6 low-achievement targets; curbing inflation, controlling prices, preventing trade fraud; reviewing and supplementing good management of all types of planning, strongly improving the investment environment; accelerating the progress of implementing new rural areas; promoting equitization of single-member LLCs in forestry farms; promoting site clearance, resolving pressing social issues such as traffic accidents, drug prevention, black credit, environmental pollution; effectively implementing the hunger eradication and poverty reduction policy, improving the quality of human resources associated with administrative reform, preventing corruption and waste; ensuring national defense, security, social order and safety. Regarding the adjustment and supplementation of the provincial socio-economic development plan for the 2011-2015 period, the Provincial Party Executive Committee basically agreed with the proposed content of the Provincial People's Committee.
