Central Committee Conference finalizes standards and age of Central Committee members

On the afternoon of May 7, in Hanoi, the 11th Conference of the 11th Party Central Committee completed the entire agenda after 4 days of urgent, serious, democratic and responsible work.

At this Conference, the Central Committee considered and decided on: Personnel orientation of the 12th Party Central Committee, the number and allocation of delegates to the 12th Party Congress, and gave opinions on a number of other important issues. The Central Committee unanimously approved the Conference Resolution.

In his closing speech at the Conference, General Secretary Nguyen Phu Trong summarized the main results of the Conference and emphasized a number of issues to unify leadership and direction for implementation.

The Central Executive Committee must truly be a strong, united and closely-knit collective.

Regarding the direction of personnel work for the 12th Party Central Committee, General Secretary Nguyen Phu Trong stated that, with the spirit of considering cadres and cadre work as "the root of all work," "the cause of all causes," "the key of the key," the Central Committee discussed thoroughly, contributed many enthusiastic and frank opinions and was in high agreement with the Politburo's Report submitted to the Conference.

The Central Committee emphasized that as the highest leadership body of the Party between two Congresses, the 12th Central Executive Committee must truly be a strong collective, closely united, with firm political will, pure moral qualities, steadfast in the goal of national independence and socialism, with strategic vision, intelligence, innovative and creative thinking, fighting spirit, strict discipline, high Party spirit, knowing how to listen, self-criticize and criticize seriously, gathering solidarity and unity within the entire Party, closely attached to the people, with prestige and capacity to lead the country in the new development stage.

The Central Committee agreed that the criteria for members of the 12th Party Central Committee must be based on the general criteria for cadres stipulated in the Party's Resolutions, especially having a deep patriotism, strong political will, steadfastness in the goals of national independence and socialism, and absolute loyalty to Marxism-Leninism and Ho Chi Minh Thought.

The Party's Platform and policies, the State's Constitution and the interests of the nation have a high fighting spirit, are exemplary in implementing the Party's principles and discipline, practice what they preach, dare to face difficulties and challenges, be resolute in action, and work effectively.

Members of the Party Central Committee must have good moral qualities and a clean lifestyle, be trusted by cadres, Party members and people, have a high sense of responsibility, be dedicated to work and dare to sacrifice personal interests for the common interests of the Party and the country.

Not engaging in corruption, bureaucracy, opportunism, self-interest, or ambition for power, and resolutely fighting against negative manifestations of bureaucracy and corruption; not allowing spouses, children, or relatives to take advantage of their positions for personal gain; consciously maintaining solidarity and unity within the Party; exemplary in complying with the Party's assignment of work and organizational and disciplinary principles, especially the principle of democratic centralism, the principle of self-criticism and fair and equitable criticism in evaluating and using cadres.

Members of the Central Executive Committee must have intelligence, vision, and strategic thinking to participate in formulating guidelines, policies, and collective leadership of the Central Executive Committee, have the capacity to concretize, lead, direct, and organize the successful implementation of the Party's guidelines, policies, and tasks, and the country's development strategy in the new period, clearly demonstrated through practice as competent, creative, effective workers, dare to think, dare to do, dare to take responsibility, unite, gather, and promote the staff in the assigned fields and areas, and lead agencies and units to successfully complete assigned functions and tasks...

Members of the Politburo and the Secretariat must be truly exemplary comrades of the Central Executive Committee in terms of political mettle, moral qualities, intelligence, fighting spirit, leadership and management capacity, with vision and strategic thinking, the ability to analyze, forecast, synthesize, and propose new issues correctly, have a deep understanding of political theory, know how to discover and use virtuous and talented people who have participated in the Central Executive Committee, have completed assigned tasks well, are within the prescribed age and are healthy enough to undertake the tasks.

Resolutely do not allow into the Central Executive Committee those who have one of the following shortcomings, such as unstable political will, not steadfast in the Party's guidelines and viewpoints, showing signs of political opportunism, speaking and acting against the Party's Platform, guidelines and principles, ambition for power, flattery, lobbying, personal lobbying, localism, factionalism, group interests, not daring to fight to protect the right, violating the principle of democratic centralism, demagoguery, authoritarianism, arbitrariness, suppressing people who are outspoken in fighting and criticizing, leading to serious internal disunity, corruption, and major negative factors in localities and units, not willing to study and learn, being conservative, stagnant, working ineffectively, saying things that do not go hand in hand with actions, poor sense of discipline, not complying with the organization's mobilization and assignment, declaring assets dishonestly, showing signs of getting rich quickly, having many houses, many lands, many other assets without clearly explaining the origin of themselves and their spouses, children, and having an exemplary lifestyle. model, taking advantage of power for illegal profit has problems with political history or current politics.

On the basis of ensuring standards, the Central Executive Committee needs to have a reasonable number and structure to ensure comprehensive leadership with inheritance and development.

Increase the number of Central Committee members in strategic positions, locations, and important areas of work, paying attention to increasing the proportion of young cadres, female cadres, and cadres from ethnic minorities. The 12th Central Committee needs to have 3 age groups (under 50, 50-60, and 61 years old and above).

In any special case where it is necessary to appoint someone to the Central Executive Committee, Politburo, or Secretariat outside the prescribed age, the Politburo shall consider and submit to the Central Executive Committee for consideration and decision on nomination to the Party Congress.

Regarding the method and process of introducing and selecting personnel for the 12th Party Central Committee, the Central Committee highly agrees with the report of the Politburo, including the introduction of comrades of the 11th Party Central Committee, introduction of Party committees at all levels, Party organizations, agencies and units directly under the Central Committee.

The introduction of personnel, in general, must be based on the planning of the Central Executive Committee, the Politburo, the Secretariat and key leadership positions of the Party and State for the 2016-2021 term and subsequent terms.

Regarding the allocation of delegates to the 12th National Party Congress, the Central Committee highly agrees with the principles and bases for allocating delegates and the expected number of delegates for the Party Committees directly under the Central Committee and assigns the Politburo to specifically decide on the allocation of delegates.

The subordinate Party Committees need to seriously implement the Central Committee's decisions, select truly exemplary delegates, and worthy representatives of their Party Committees to attend the National Party Congress.

All administrative units organize local government level.

The Central Committee affirmed that innovation and improvement of the local government organization model is a very important issue for the cause of innovation, improvement, and enhancement of the effectiveness and efficiency of the operations of the Socialist Republic of Vietnam.

However, because this is a new, difficult, and complicated issue, with differing opinions, it must be carried out cautiously, step by step, and placed within the overall reform of the organization and operation methods of the entire political system.

Based on the Politburo's Report, the Central Committee discussed and carefully analyzed the advantages, disadvantages, feasibility and suitability of each option and decided to choose the option "All administrative units specified in Clause 1, Article 110 of the 2013 Constitution shall organize local government levels (including People's Councils and People's Committees)."

The distinction between local authorities in rural, urban, island and special administrative-economic units will be reflected in specific regulations on the functions, tasks, powers and organizational structure of the People's Council and People's Committee in each type of administrative unit to suit the different characteristics and management requirements between urban, rural, island and special administrative-economic units.

Rural authorities need to focus on implementing their tasks and powers of comprehensive territorial management at all three levels of urban authorities. Their tasks and powers of management by sector and field need to be strengthened with appropriate decentralization and delegation of authority between the city level and towns, districts, wards, etc.

The Central Committee emphasized the need to focus on streamlining the apparatus and staffing in accordance with the functions and tasks of each innovative agency and unit, clearly defining the decentralization, delegation of authority, and authorization of superiors to subordinates to create conditions for authorities at all levels to properly perform their assigned functions, tasks, and powers, while ensuring the inspection and supervision of superior authorities over subordinate authorities.

The policy of investing in the construction of Long Thanh international airport is necessary and correct.

The General Secretary stated that after discussing and considering the issues raised in the Submission and Report of the Party Central Committee of the Government, the Central Committee continued to affirm the necessity and correctness of the investment policy to build Long Thanh international transit airport as proposed by the 4th Central Conference of the 11th term (December 2011), considering this a particularly important national project, of great significance to the socio-economic development of the country.

The Central Government requires that, in the process of researching and continuing to complete the Project, it is necessary to clearly define the criteria and prerequisites to become an international air transit port in the context of fierce competition between international transit airports in the Southeast Asian region.

Carefully calculate investment efficiency, roadmap, and investment phases to ensure feasibility, in accordance with the development situation of Vietnam's aviation industry and the ability to mobilize resources for investment and development.

Right in the stage of building the Investment Report to submit to the National Assembly, we had to try to provide relatively accurate information and data to convincingly demonstrate the options and proposals stated in the Report such as the necessity of selecting the Long Thanh location, the suitability of the Project with strategies and plans for socio-economic development, ensuring national defense and security, land use issues, site clearance and resettlement plans, the selection of technology, techniques and management, operation and exploitation models after the Project is completed, the socio-economic efficiency and investment efficiency of the Project, the total investment and the structure of investment capital, especially the issue of mobilizing social investment capital, the ability to recover capital, and measures to overcome the long-standing situation where investment projects often exceed the initial estimate...

Ensure publicity and transparency, do a good job of information and propaganda work, create high unity in the political system and high consensus in society.

General Secretary Nguyen Phu Trong emphasized that in order to successfully complete the goals and tasks of 2015, moving towards the 12th Party Congress, each comrade of the Central Committee should further promote the sense of responsibility before the Party, the people and the country, focus on leading and directing the good implementation of the Resolution of the 11th Congress and the resolutions of the Central Committee.

In particular, proactively and actively participate in preparing the personnel of the Central Executive Committee, the Politburo, the Secretariat and key leadership positions of the 12th tenure to elect sufficient numbers, ensuring the quality and structure of delegates attending the Congress in accordance with the spirit of this Central Resolution.
