Conference on guiding self-criticism and collective and individual criticism according to Resolution 4 of the Central Committee (Session XI)

(Baonghean.vn) -This afternoon, September 18, under the chairmanship of comrade Phan Dinh Trac - Member of the Party Central Committee, Secretary of the Provincial Party Committee, the Provincial Party Committee Standing Committee held a Conference to guide self-criticism and criticism in the spirit of Resolution 4 of the Central Committee (11th Term) "Some urgent issues on Party building at present".

Attending the event were comrade Tran Hong Chau - Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council; comrades members of the Provincial Party Committee, Deputy Head of the Party Committee, Deputy Head of the Inspection Committee, Deputy Chief of the Provincial Party Committee Office; Secretaries, Heads of the Organizing Committee, Heads of the Inspection Committees of district and city Party Committees, affiliated Party Committees, heads of departments, branches, the Fatherland Front and provincial-level organizations.

Overview of the Conference

At the conference, comrade Nguyen Huu Lam - Member of the Standing Committee, Head of the Provincial Party Committee's Organization Board reported on the progress of implementing Resolution 4 of the Central Committee (11th Term) on Party building in district and urban party committees, affiliated party committees, party, youth union, party executive committee, departments, branches, and organizations at the provincial level; Reported on the preparation and conduct of self-criticism and criticism of collectives and individuals of the Provincial Party Committee's Standing Committee according to Resolution 4 of the Central Committee on Party building. Next, comrade Dau Van Thanh - Deputy Head of the Provincial Party Committee's Organization Board, on behalf of the Standing Committee, Head of the working group reported on a number of issues that need attention in preparing review reports and conducting reviews according to Resolution 4 of the Central Committee.

Currently, in districts, towns and affiliated party committees, the progress of implementing Resolution 4 of the Central Committee according to the guiding procedures is still slow, there is still a waiting mentality, and implementation has not been proactive. Through the collective and individual review of the Provincial Party Committee Standing Committee, the Provincial Party Committee Standing Committee noted that the self-criticism and criticism of the collective and individual comrades in the Standing Committees of districts, towns, affiliated party committees, party delegations; and leaders of provincial-level departments and branches are aimed at effectively implementing Resolution 4 of the Central Committee, creating a clear change in the work of Party building and rectification; requiring the preparation and organization of the review to be thoughtful, strict, carried out seriously, cautiously, and to be done thoroughly, not to do it superficially, for show, or perfunctorily; avoiding the situation of being sloppy, considerate, as well as taking advantage of the review to speak ill of, exaggerate shortcomings, and lower prestige with impure motives.

Promote democracy in the activities of the Party Committee Standing Committee and unit leaders; each comrade must seriously self-criticize and be receptive to correct and appropriate comments from organizations and individuals; voluntarily and honestly review and look back at oneself to promote strengths and self-correct; at the same time, must be truly objective, sincere, and straightforward in contributing opinions to other comrades and the collective. Conduct self-criticism and criticism to help each other progress. The Party Committee Standing Committee and unit leaders must set an example in self-criticism for subordinates and party members to follow. The content of the review must be based on the three contents of Resolution 4 of the Central Committee.

Concluding the conference, Secretary of the Provincial Party Committee Phan Dinh Trac emphasized some experiences in conducting the recent self-criticism and criticism review of the collective and individuals of the Provincial Party Committee Standing Committee. The self-criticism and criticism review according to Resolution 4 of the Central Committee is different from the year-end review, because this is a special political activity, focusing only on 3 urgent issues according to Resolution 4 of the Central Committee; objectively and accurately stating the advantages and disadvantages; clearly identifying the responsibilities of the collective, individuals and solutions to overcome them; this review has many steps, many levels, closely coordinated relationships, each step is done firmly; the collective review is done first, then the individual review and based on the collective review, "divide" the shortcomings and responsibilities for each individual. Collecting comments for the review for the collective and individuals is very careful and ensures information confidentiality. The review is conducted seriously, thoroughly, frankly, sincerely and in the spirit of seeking advice.

The Provincial Party Secretary noted that the secretaries, heads of organizing committees of urban districts, affiliated Party Committees, heads of provincial-level departments and organizations need to fully and deeply understand, thereby having high determination to successfully implement Resolution No. 4 of the Central Committee. Carefully study the documents of the Central Committee and the province to thoroughly prepare for self-criticism and criticism. Party secretaries and leaders must be exemplary, open-minded, and modest during the review process. During the review process, daily and ad hoc work must also be ensured. Regarding time, urban districts, departments and organizations will complete the review in October. The Provincial Party Secretary requested units and localities to well implement this special political activity, thereby strengthening people's trust in the Party./.
