The Law on Network Information Security consists of 8 chapters and 63 articles. The scope of regulation focuses on issues related to the security of information transmitted over the network; on techniques to ensure the safety and integrity of information content during transmission without being modified, disclosed or interrupted; and the rights and obligations of organizations and individuals participating in information security activities.

Participating in giving comments on the draft law, delegates agreed on the structure and layout of the draft law and agreed with the promulgation and application of this Law in practice. There are opinions that, to ensure the protection of information security, it is necessary to have regulations on the participation of personnel and tools of enterprises in coordination and support with the state. If only the Central Cipher Committee has a monopoly on this issue, it will be very difficult to do.

The representative of the Provincial Police proposed to add regulations on which agency is responsible for managing personal information online.

Regarding regulations on managing information on the Internet, it is necessary to supplement regulations and clarify responsibilities as well as have sanctions to handle organizations and individuals who do not seriously comply with regulations on managing information on the Internet. At the same time, it is necessary to clearly stipulate which agencies and units are responsible for censoring the quality of the information filtering system on the Internet; the responsibility of the information subject. Regarding regulations on protecting personal information, the law needs to clearly stipulate which units are responsible for managing personal information on the Internet and what the management mechanism is. Many delegates also focused on giving suggestions to clarify more common and easier-to-understand definitions such as "information conflict"; "information security risk management"...
