The Standing Committee of the Vietnam Fatherland Front Committee at the provincial level shall preside over and coordinate with the People's Committee at the constituency to organize a voter contact conference for candidates for the National Assembly and the People's Council at the provincial level. Participants in the voter contact conference include representatives of local agencies, organizations, units and voters.

The Standing Committee of the Vietnam Fatherland Front Committee at district and commune levels coordinates with the People's Committee at commune level in the constituency to organize voter contact conferences for candidates for the People's Council at their level. Participants in the voter contact conferences include representatives of local agencies, organizations, units and voters.

The People's Committee where the conference is held to meet voters is responsible for notifying voters of the time and place of the conference so that they can attend in full.

The program of the voter contact conference includes the following contents:

- Statement of reasons;

- The representative of the Standing Committee of the Vietnam Fatherland Front Committee at the level organizing the voter contact conference presides over the voter contact meeting, introduces and reads a brief biography of the candidate;

- Each candidate reports to voters on his/her action program if elected as a National Assembly or People's Council delegate;

- Voters express their opinions and wishes to candidates. Candidates and voters discuss democratically, frankly and openly issues of common concern;

- The conference chair made a speech to close the conference.

After the voter contact conference, the Standing Committee of the Vietnam Fatherland Front Committee at the provincial level shall prepare a report on the organization of voter contact conferences of candidates for National Assembly deputies and People's Council deputies in the locality, and the opinions of voters on each candidate for National Assembly deputies, and send it to the National Election Council and the Standing Committee of the Central Committee of the Vietnam Fatherland Front. The Standing Committees of the Vietnam Fatherland Front Committees at all levels shall prepare a report on the organization of voter contact conferences of candidates for People's Council deputies in their locality, and send it to the Election Committee at the same level and the Standing Committee of the Vietnam Fatherland Front Committee at the next higher level./.
