Conference to review the arrangement, innovation and development of state-owned agricultural and forestry farms

(Baonghean.vn) -On December 20, the Provincial People's Committee held a conference to summarize the implementation of Resolution No. 28 dated June 16, 2003 of the Politburo on continuing to arrange, innovate and develop state-owned agricultural and forestry farms in the province.

Attending the conference were comrades: Pham Quoc Doanh - Deputy Head of the Central Steering Committee for Enterprise Innovation and Development, Deputy Head of the Steering Committee for the Summary of Resolution 28 of the Politburo on continuing to reorganize, innovate and develop state-owned forestry farms; representatives of leaders of departments and bureaus under the Government Office. Comrades of the Provincial Party Committee Standing Committee: Le Xuan Dai - Vice Chairman of the Provincial People's Committee; Ho Ngoc Sy - Director of the Department of Agriculture and Rural Development chaired the conference.

Immediately after the Resolution No. 28 dated June 16, 2003 of the Politburo and the Government's decrees on continuing to reorganize, innovate and develop state-owned forestry farms, the Provincial People's Committee assigned the Department of Agriculture and Rural Development to preside over and coordinate with relevant departments and branches to develop a project to implement the conversion. For state-owned farms, reorganize 5 farms and 3 companies into 8 agricultural companies operating under the Enterprise Law; reorganize 6 state-owned forestry farms and 1 company into 7 forestry companies, and convert 3 state-owned forestry farms into 3 protective forest management boards.

As of June 2012, 12 single-member LLCs, 14 protective forest management boards and 1 company were sold. The total number of employees after the conversion was 24,438, of which 6,764 were social insurance employees and 17,647 were contract employees. After the conversion, thanks to the application of science and technology, the productivity of crops increased by 20 to 50%. The production and business volume of some main products increased rapidly: tea increased from 4,300 tons to 6,200 tons; dry rubber latex increased from 1,320 tons to 4,160 tons; oranges increased from 8,500 tons to 14,500 tons... Revenue from products before the conversion was over 501 billion VND, after the conversion it increased to over 579 billion VND, an average increase of over 48 billion VND per unit. Average income of workers increased from 2,390 thousand VND to 2,870 thousand VND/person/month.

Comrade Le Xuan Dai - Member of the Provincial Party Committee, Vice Chairman of the Provincial People's Committee concluded the conference: After 2 conversions, Nghe An has basically implemented the spirit of the Politburo's resolution. In general, the system of companies after conversion in terms of personnel work has been arranged appropriately. The units have developed production and business plans and have been approved by the Provincial People's Committee, after conversion many enterprises have produced and operated effectively. Administrative management functions have all been handed over to localities and functional agencies for management.

However, there are still some problems after the conversion, such as the work of reviewing land funds and marking boundaries that has not been completed. The situation of land encroachment after the conversion still exists and needs to be focused on and resolved. Regarding recommendations and proposals, the province requests the Government and relevant ministries to provide guidance on determining land value when implementing the contract; allocate sufficient funds for companies and management boards to carry out procedures to issue long-term land use right certificates to companies as well as funds for forest inventory work. Nghe An should pilot the model of converting from a single-member LLC to a joint stock company; the state should have policies for forest protection forces in protective forest management boards.
