Online conference of the Government with localities on the implementation of Resolution 11/NQ-CP
This afternoon, March 18, 2011, the Government Standing Committee held an online meeting with leaders of 63 provinces and cities nationwide on the implementation of Resolution No. 11/NQ-CP dated February 24, 2011 of the Government on key solutions focusing on curbing inflation, stabilizing the macro-economy, and ensuring social security.
(Baonghean) -This afternoon, March 18, 2011, the Government Standing Committee held an online meeting with leaders of 63 provinces and cities nationwide on the implementation of Resolution No. 11/NQ-CP dated February 24, 2011 of the Government on key solutions focusing on curbing inflation, stabilizing the macro-economy, and ensuring social security.
Attending and chairing the meeting were Prime Minister Nguyen Tan Dung, Deputy Prime Ministers, Ministers, and members of the Government. Attending the meeting at online bridges were Chairmen of People's Committees of provinces and cities across the country. At Nghe An bridge, there was Comrade Ho Duc Phoc (Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee) and leaders of a number of provincial departments and branches.
On behalf of the Government, Minister of Planning and Investment Vo Hong Phuc reported on the implementation of Resolution 11 of the Government and the direction of the Prime Minister, ministries, departments and branches. Based on the initial results, the greatest achievement was ensuring the GDP growth rate in the first quarter was approximately equal to the growth rate in the same period of 2010 at 5.5%, total budget revenue in the whole country increased by 17.6% over the same period, production and business were stable, and people's lives were gradually stabilized. To solve the current problems, especially the situation of inflation, the consumer price index increased (in the first 3 months of the year, it increased by 6.1% compared to December 2010). The report also proposed 9 key solutions that central ministries, branches and provinces and cities nationwide need to focus on implementing in the coming time, namely: strengthening propaganda work, providing information to press agencies on the implementation of Resolution 11 of the Government; strengthening credit control, resolutely eliminating illegal foreign currency trading; boosting exports, striving to reduce the trade deficit in 2011 to below 16% of total export turnover; implementing measures to cut public investment; organizing the implementation of the regulation on saving 10% of regular expenditure; strengthening market and price management; rectifying price registration work; further studying wage reform, adjusting minimum wages in the context of high prices to ensure social security and stabilize people's lives.
As for Nghe An, after one month of implementing Resolution 11: GDP growth rate in the first quarter of 2011 increased by 11.86%; CPI in March 2011 increased by 2.78%, public spending, stopped buying 30 cars with a cost of 19,300 million VND, implemented 10% savings in regular spending to control inflation, stabilize the macro economy according to Resolution 11, cut 11 projects with a capital of 65 billion VND. In addition, thanks to the application of necessary and appropriate measures to encourage and recommend businesses and people to use electricity economically, in the first quarter of 2011 Nghe An created jobs for more than 8,900 workers; continued to effectively implement Resolution 30a in the 3 districts of Ky Son, Tuong Duong, Que Phong, stabilizing people's lives...
Concluding the meeting, Prime Minister Nguyen Tan Dung requested ministries, departments, branches, provinces and cities to continue to direct the drastic, synchronous and effective implementation of Resolution No. 11/NQ-CP focusing on the 9 solutions mentioned above to ensure social security and stabilize people's lives, especially for the poor, policy beneficiaries and wage earners.
