Online conference to evaluate 1 year of implementing the Rural Labor Vocational Training Project

This afternoon, April 15, Deputy Prime Minister Nguyen Thien Nhan chaired an online conference to review one year of implementing the Vocational Training Project for Rural Workers in 2010 and until 2020 at connecting points nationwide. Comrade Nguyen Xuan Duong - Member of the Provincial Party Committee, Vice Chairman of the Provincial People's Committee chaired the connecting point in Nghe An.

(Baonghean) -This afternoon, April 15, Deputy Prime Minister Nguyen Thien Nhan chaired an online conference to review one year of implementing the Vocational Training Project for Rural Workers in 2010 and until 2020 at connecting points nationwide. Comrade Nguyen Xuan Duong - Member of the Provincial Party Committee, Vice Chairman of the Provincial People's Committee chaired the connecting point in Nghe An.

On behalf of the Government Steering Committee, Minister of Labor, Invalids and Social Affairs Nguyen Thi Kim Ngan said: Implementing the Project on vocational training for rural workers in 2010, the whole country has provided vocational training for about 400,000 workers; completed the plan for training and fostering communal officials and civil servants in the period 2006-2010; 55/63 provinces and cities have issued plans to implement the Project in 2010; the Central Steering Committee has organized 3 national conferences, 3 regional conferences to guide, discuss and remove obstacles for localities in implementing the project; 43/63 provinces have directed the establishment of a column for propaganda and vocational training and employment consultation on electronic information portals, local newspapers and radio stations; In 2010, 41 new vocational secondary schools were established... However, there are still some localities that have not really paid attention to consolidating and developing vocational training centers. Up to now, there are still about 100 districts that do not have vocational training centers, and in 2010, there was a shortage of about 2,900 vocational teachers.

Speaking at the conference, Deputy Prime Minister Nguyen Thien Nhan highly appreciated the efforts of localities in implementing the Project. 2010 was the first year of implementing the Project, but with the attention and strong direction of the Government, the urging and guidance of ministries and central agencies, the determination of local Party committees and authorities, the policies, solutions and activities of the Project were gradually implemented synchronously and in the right direction. Many organizations and individuals were attracted to participate in vocational training activities... Many provinces and cities have developed and approved provincial projects, specifically identifying the objectives, scale and training occupations for rural workers according to the socio-economic development requirements of the locality, and at the same time concretizing the policies, solutions and activities of the Project for implementation in the area. 4/63 provinces and cities have completed 19 criteria on implementing the Project according to the Central's guidance.

The key tasks and solutions to implement the Project in 2011 are to continue to strengthen the propaganda and vocational training consultancy for rural workers according to Decision 1956/QD-TTg, creating high consensus in society to raise awareness of all levels, sectors and the whole society about the role and position of vocational training in human resource development. Promote the socialization of vocational training; expand and diversify training types, encourage organizations and individuals to invest in establishing vocational training facilities for rural areas...

The provinces and cities also proposed that the Government allocate capital from ODA or use government bonds to provide loans for rural workers to learn vocational skills and create jobs according to the policy of Decision 1956; allow investment support from the Project's funding source so that each province can build a model public vocational training center...
