Online conference to provide comments on the draft Law on organization of local government

(Baonghean.vn) - On the morning of April 16, the National Assembly Standing Committee held an online conference to collect comments on the draft Law on Organization of Local Government. National Assembly Chairman Nguyen Sinh Hung chaired the conference.

At Nghe An bridge, Ms. Le Thi Tam, National Assembly Delegate, President of the Provincial Women's Union chaired. Also participating were representatives of the Provincial People's Council, Department of Justice, Office of the Provincial People's Committee, Department of Home Affairs.

The Draft Law on Organization of Local Government is an important Law project that was commented on by National Assembly deputies at the 8th session. The Law project consists of 9 chapters and 192 articles, with 3 chapters and 52 articles added compared to the 2003 Law on Organization of People's Councils and People's Committees. It strengthens decentralization and delegation of power to localities as well as between local government levels; promotes autonomy and self-responsibility of each local government level; and at the same time ensures transparency and ensures people's participation in the organization and operation of local governments.

However, the draft Law still has some issues that need to be clarified, such as the scope of regulation and the draft Law's structure; the model of local government organization; the division of authority between the Central Government and localities and local government levels; the method and content of regulating the tasks and powers of local governments and of People's Councils and People's Committees; the organizational structure of People's Councils and People's Committees... At the conference, local delegates contributed their opinions to perfect the draft Law to submit to the National Assembly for approval in the 9th session.
