National online conference to review the work of preventing and combating AIDS - drug and prostitution evils

(Baonghean.vn) - This morning, March 5, in Hanoi, the National Committee for AIDS, Drug and Prostitution Prevention and Control held a national online conference to review the work of 2012 and set out the key directions and tasks for 2013.

Comrade Nguyen Xuan Phuc - Member of the Politburo, Deputy Prime Minister, Chairman of the National Committee for AIDS, Drug and Prostitution Prevention and Control chaired the conference. At the conference, representatives of the Ministry of Labor, War Invalids and Social Affairs, the Ministry of Health, the Ministry of Public Security, and the Ministry of Finance - members of the National Committee for AIDS, drug and prostitution prevention and control - presented a report on the results of AIDS, drug and prostitution prevention and control in 2012 and the key tasks and directions for 2013. Accordingly, in 2012, under the leadership of Party committees and authorities at all levels, with the core being the three sectors: Public Security, Health, Labor - War Invalids and Social Affairs, the work of AIDS, drug and prostitution prevention and control nationwide achieved important results, making practical contributions to the overall socio-economic development of the country. The National Committee for AIDS, Drug and Prostitution Prevention has also been strengthened from the central to local levels and has been put into regular operation. Together with political organizations, it has proposed practical solutions for AIDS, drug and prostitution prevention every quarter, every 6 months and every year.

In 2012, the Steering Committee for Crime Prevention, AIDS Prevention, Drug Abuse and Prostitution Prevention of Nghe An province seriously implemented the National Committee, proactively advised the Provincial Party Committee and Provincial People's Committee to direct and coordinate well with functional agencies to effectively implement the following aspects of work: Propagating and mobilizing people to participate in AIDS prevention, drug abuse and prostitution prevention, continuing to promote and diversify forms of communication. Directly communicated to 29,556 drug addicts, 14,066 prostitutes and restaurant attendants; In drug prevention, we have fought to eradicate 08 areas, 15 lines, 44 locations, 212 drug hotspots, kept 117 communes, wards and towns drug-free, arrested 846 cases, 1,190 drug criminals, seized 37.96 kg of heroin, 18,109 kg of crystal meth, 58 kg of marijuana, 17,600 synthetic drug pills; organized drug rehabilitation for 2,098 people and conducted methadone treatment for 100 patients; In the work of preventing prostitution, we have organized to eradicate 28 prostitution cases with 89 subjects; In the work of HIV/AIDS prevention, we have approached and provided preventive intervention for 126,994 drug addicts, 60,998 prostitutes, waitresses and 11,802 people infected with HIV.

After listening to the National Committee members, provincial and municipal bridges report on the work situation in 2012, comments and discussions on solutions to implement the tasks of preventing and combating AIDS, drugs and prostitution in 2013;Comrade Nguyen Xuan Phuc praised the ministries, departments, branches and localities for their many good and effective ways of doing things; and also pointed out the shortcomings and limitations in the prevention of AIDS, drugs and social evils. The Deputy Prime Minister noted that ministries, departments and localities need to implement the programs and strategies that have been set out; in which special attention should be paid to promoting propaganda on HIV/AIDS, drugs and prostitution prevention among all classes of people, especially the youth.

In 2013, Nghe An province continued to focus on 07 work contents, including strengthening the work of forecasting, grasping and promptly and effectively handling emerging issues of social evils right from the grassroots level; controlling the HIV infection rate in the community below 0.21% by 2015, controlling the HIV infection rate in the community below 0.2% by 2013; focusing on doing a good job of disseminating and educating the law, propagating and mobilizing people to actively participate in preventing AIDS, drugs, human trafficking and social evils; promoting drug addiction treatment at home and in the community, continuing to implement the methadone treatment method; strengthening international cooperation, especially with the border provinces of Laos.

At the Conference, the National Committee for AIDS, Drug and Prostitution Prevention and Control announced the decision to award Certificates of Merit from the Prime Minister to 14 groups and 18 individuals with outstanding achievements in AIDS, drug and prostitution prevention and control in 2012, including the Drug Crime Prevention and Control Department - Border Guard of Nghe An province.
