At Nghe An, comrade Ho Duc Phoc, Deputy Secretary and Chairman of the Provincial People's Committee chaired the conference. According to the Government Inspectorate's report, from 2008 to 2011, state administrative agencies received over 1.5 million people coming to complain and denounce (KNTC) and received and processed over 672 thousand petitions. Notably, the number of citizens making complaints and denunciations is increasing both in terms of large groups and cases; the increase in areas is uneven; the nature and complexity in some areas has decreased compared to the previous period, but overall, the developments are still very complicated, causing frustration and showing signs of harshness and lack of restraint; many cases arising from previous years have been considered and resolved by authorities at all levels, but citizens do not agree and continue to make prolonged complaints; there are situations of mass complaints...
Land-related complaints still account for 70% of cases, of which the most concentrated are complaints about compensation, resettlement support when the state reclaims land, complaints to reclaim old land, land disputes among people over periods that have not been completely resolved, complaints about housing... Besides land-related petitions, there are denunciations about officials' lack of democracy, taking advantage of their power to commit corruption, and persecuting complainants. In 3 years, competent authorities handled 290,565 cases out of a total of 433,304 cases from 583,673 complaints under their authority, accounting for 88.14%; Regarding denunciations, 39,107 cases out of a total of 61,713 cases from 89,317 denunciations were handled, accounting for 11.86%... At the conference, the causes and forecasts of the situation of denunciations were also raised and clarified by the Government Inspectorate and relevant ministries and branches.
In Nghe An, in the 3 years from 2008 to 2011, the whole province received 23,160 citizens and received 11,310 petitions of all kinds, resolved 2,650/2,804 complaints arising under its jurisdiction, reaching a rate of 94.5%. Thereby, the amount of violations was discovered to be nearly 15 billion VND, 10.7 billion VND was handled; violations were discovered in 71 land lots and 311,350 m2 of land of all kinds; recommendations were made to competent authorities to handle administrative discipline against 22 groups and 248 individuals who violated the law, returned rights to 34 people, exonerated 1 group and 20 people, and transferred 10 cases with 10 subjects to the investigation agency.
