National online conference on organizing public consultation on the Draft Land Law (amended)

This morning, January 31, under the chairmanship of Deputy Prime Minister Hoang Trung Hai, the Ministry of Natural Resources and Environment held a national online conference to implement the Resolution of the Standing Committee of the National Assembly and the Government's plan to collect public opinions on the draft revised Land Law with 63 provinces and cities nationwide.

(Baonghean.vn) -This morning, January 31, under the chairmanship of Deputy Prime Minister Hoang Trung Hai, the Ministry of Natural Resources and Environment held a national online conference to implement the Resolution of the Standing Committee of the National Assembly and the Government's plan to collect public opinions on the draft revised Land Law with 63 provinces and cities nationwide.

At Nghe An bridge, there were representatives of the Provincial People's Council and a number of departments and branches attending the conference.

Speaking at the Conference, Deputy Prime Minister Hoang Trung Hai affirmed: The 2003 Land Law, passed by the 11th National Assembly at the 4th session on November 26, 2003, after 10 years of implementation, has made positive contributions to economic development, maintained political stability, and ensured social security; narrowed the gap between domestic and foreign investors in accessing land; overcame shortcomings in compensation and support when the State reclaimed land; and innovated the settlement of land disputes and complaints. The rights of land users have been expanded and guaranteed by the State, making land users more attached to land, confident in investing, developing production and business to increase land use efficiency. At the same time, land has become an internal resource and capital source for national development.

However, the 2003 Land Law still has some shortcomings and inadequacies such as: Land law and other laws related to land are not yet consistent, overlapping, and contradictory, leading to difficulties in application; some contents are unclear and inappropriate. Land use in many places is still wasteful and ineffective. Many areas of land have been recovered to implement investment projects, but the progress of use is slow, and land is still wasted, causing much frustration in society. Many localities have not paid attention to implementing the mechanism of creating "clean" land funds to auction land use rights, increasing revenue for the state budget...

Faced with the above limitations, the draft revised Land Law 2013 will add 6 chapters and 43 articles compared to the Land Law 2003, focusing on some existing contents.

Directing at the Conference, Deputy Prime Minister Hoang Trung Hai requested ministries, branches and localities to promptly collect public opinions in the drafting of the revised Land Law to promote the people's ownership, intelligence, enthusiasm and aspirations, and create consensus among the people; at the same time, raise public awareness and the responsibility of People's Councils, People's Committees at all levels, organizations and individuals for the revision of the Land Law. All public opinions must be collected and synthesized fully and accurately to ensure the progress of submission to the National Assembly for consideration and comments at the 5th session scheduled for May 2013.
