Online conference to summarize the implementation of Decrees on autonomy mechanism

(Baonghean.vn) -This morning, April 6, the Ministry of Finance and the Ministry of Home Affairs jointly organized an online conference to review the implementation of Decree 130/2005/ND-CP on the mechanism of autonomy and self-responsibility for state agencies; Decree 43/2006/ND-CP on the mechanism of autonomy and self-responsibility for public service units.

Comrade Vuong Dinh Hue - Member of the Party Central Committee, Minister of Finance chaired the Conference; Comrades Nguyen Thi Minh - Deputy Minister of Finance; Tran Anh Tuan - Deputy Minister of Home Affairs participated in the management; representatives of leaders of central ministries, branches and 63 provinces and cities attended the Conference. At Nghe An, comrade Thai Van Hang - Member of the Provincial Party Committee, Vice Chairman of the Provincial People's Committee chaired with leaders of the Department of Finance and Department of Home Affairs attending.

The conference listened to representatives of the Ministry of Finance and the Ministry of Home Affairs summarize the situation and general results of the implementation of Decrees 130/2005/ND-CP and 43/2006/ND-CP; and listened to a number of reports from central ministries, branches and localities registered to speak.

In Nghe An, in addition to organizing well the training and dissemination of Circulars of the Ministry of Finance - Ministry of Home Affairs and issuing documents guiding the implementation, in implementing Decree 130/2005/ND-CP, the Department of Finance has advised the Provincial People's Committee to implement the autonomy regime for all State administrative agencies and units under the Party and mass organizations, the total number of units assigned to the provincial level is 44/44 units. For administrative and public service units at the district and commune levels, the budget allocation has basically been implemented according to the payroll but financial autonomy has not been implemented; commune-level units have not been implemented because the commune level is still stuck in the stage of building budget allocation norms.

Regarding the implementation of Decree 43/2006/ND-CP, 118/118 units at the provincial level have implemented it; of which 2 units self-finance their operating costs, 51 units self-finance part of their regular operating costs, and 65 units have their operating costs fully funded by the state budget. For district and commune level units, in addition to a few localities that have not yet assigned, the localities with a high number of implementing units are: Thanh Chuong: 133 units, Anh Son: 73, Ky Son: 73, Tuong Duong: 64, Con Cuong: 73.

Based on the proposals and solutions in the coming time of the Ministry of Finance and the Ministry of Home Affairs on continuing to implement the autonomy mechanism, the Department of Finance has advised on adjusting a number of solutions to perfect the innovation of the management mechanism, promote administrative reform, improve the lives of officials and civil servants for state agencies and public service units in the province, in the spirit of the above Decrees.
