Online conference to deploy 2013 tasks of the Home Affairs sector

(Baonghean.vn) -On the morning of December 21, under the chairmanship of Minister of Home Affairs Nguyen Thai Binh, the Ministry of Home Affairs held an online conference to deploy tasks of the home affairs sector in 2013.

Attending the event were comrade Nguyen Xuan Phuc - Politburo member, Deputy Prime Minister, leaders of the Party Central Committee, leaders of central ministries and branches, and local People's Committees. The Nghe An bridge was chaired by comrade Huynh Thanh Dien - Vice Chairman of the Provincial People's Committee.

The summary report of the Ministry of Home Affairs stated that: last year, besides the achieved results, the home affairs sector still had many limitations such as: administrative procedure reform was slow, the quality of document issuance was not high, many arising issues were slow to be considered, guided and handled promptly, the salary regime and policy still had many shortcomings... Particularly for Nghe An, in 2012, the Provincial Party Committee, People's Council, People's Committee and all levels and sectors paid much attention, focused on leading and directing the administrative reform work.
Many legal documents on state management have been issued, amended and supplemented. The one-stop shop and inter-connected one-stop shop mechanisms in the area continue to be maintained.The application of information technology in administrative agencies is promoted. 100% of departments, branches, People's Committees of districts, cities and towns have electronic information portals..However, besides that, Nghe An's internal affairs sector still has some limitations:The implementation of the one-stop mechanism in many units is still formal.A number of cadres and civil servants have weak professional knowledge, low working skills and professionalism.Level 3 online public services are slow to deploy.

At the conference, the points focused on discussing and pointing out the shortcomings and weaknesses that need to be overcome and the difficulties and challenges facing the internal affairs sector in 2013. On that basis, the 2013 work plan program was proposed, focusing on a number of key tasks:Complete administrative reform programs and projects to submit to the government for consideration and promulgation; continue to review decentralization of management between the central and local levels; implement the project to modernize boundary maps at all levels; promote reform of the public service and civil servant regime towards transparency and efficiency; improve the quality of recruitment and use of civil servants and public employees; complete the project to reform salaries, social insurance, and policies for people with meritorious services; effectively implement the project of 600 young intellectuals working in poor communes.
