(Baonghean.vn) -On the morning of July 26, the Government held an online meeting on administrative reform - reform of the public service and civil servant regime with 63 provinces and cities nationwide. Attending and chairing the conference were comrade Nguyen Xuan Phuc - Member of the Politburo, Deputy Prime Minister, Nguyen Thai Binh - Member of the Party Central Committee, Minister of Home Affairs.

At Nghe An bridge point, there were comrades: Nguyen Xuan Duong - Deputy Secretary of the Provincial Party Committee - Chairman of the Provincial People's Committee, Nguyen Huu Lam - Member of the Standing Committee, Head of the Provincial Party Committee's Organization Committee and representatives of a number of provincial departments, branches and sectors.

In the first 6 months of 2013, the direction, management and administrative reform work has been focused on by ministries, branches and localities and achieved good results. Implementing plans to simplify administrative procedures (TTHC) has been updated and made public. In the first 6 months of the year, ministries and branches have completed the simplification of 115 TTHC. The quality of operations of the Reception and Result Delivery Departments at all levels has been increasingly improved with investment in equipment and promotion of IT application. The inspection of administrative reform has been focused on, with the active and decisive participation of many agencies, departments and branches. The work of organizing and implementing the determination of the 2012 PAR Index has been actively promoted by agencies and units to self-assess and promptly score and send to the Ministry of Home Affairs.

The implementation of activities to promote reform of the public service and civil servant regime has been and is being carried out in all state administrative agencies. Up to now, ministries, branches, central agencies and provinces and cities directly under the central government have established the Steering Committee to promote reform of the public service and civil servant regime, in which a number of units have issued working regulations and developed plans to implement job positions as well as other related contents. A number of ministries, branches and localities have proactively coordinated with the Ministry of Home Affairs to pilot a number of new mechanisms in recruitment and management of civil servants...

In Nghe An, administrative reform has seen some changes. The functions and tasks of state agencies have been gradually reviewed and adjusted appropriately, limiting overlap and duplication; transparency and democracy in state management as well as the quality of cadres, civil servants and public employees have been gradually improved.

Speaking at the conference, based on their practical administrative reform work, the units recommended that the Government and the Ministry of Home Affairs review a number of documents that are no longer appropriate; the Ministry of Home Affairs should soon deploy civil servant recruitment software, have one-stop electronic software; have instructions on applying the form of recruitment exams for cadre and management positions; stipulate criteria for the number of civil servants in accordance with the actual situation in each locality and unit; provide instructions on transferring and upgrading ranks of civil servants and public employees...

Concluding the conference, Deputy Prime Minister Nguyen Xuan Phuc emphasized that ministries, branches and localities need to seriously recognize existing limitations and improve public service ethics. He proposed to determine job positions and the structure of civil servants and public employees; apply information technology to civil servant and public employee recruitment exams, ensuring maximum objectivity, fairness and quality; promptly continue to reduce staff; pilot the contract civil servant regime, ensuring dynamism... Ministries and local branches need to promote administrative reform, enhance the responsibility of leaders, review administrative reform to assess the level of task completion of ministries and branches; step up inspection and supervision of administrative reform work in localities, create favorable conditions for people and businesses, carry out transparent procedures along with listening to and resolving voters' recommendations...
