Online conference to develop draft Law on Trade Unions (amended) and Law on Higher Education
(Baonghean.vn) – On January 9, under the chairmanship of Comrade Nguyen Sinh Hung - Politburo member, Chairman of the National Assembly, the National Assembly Standing Committee held an online conference with full-time National Assembly deputies from 63 provinces and cities nationwide to collect opinions on the draft Law on Trade Unions (amended) and the Law on Higher Education.

In the morning, the National Assembly Standing Committee spent the entire time discussing the draft Law on Trade Unions (amended). Delegates highly agreed with the draft Law on Trade Unions presented this time, and at the same time contributed a number of opinions on issues related to the legal status of trade unions (including regulations on the Party's leadership role in trade union organizations; the nature and functions of trade unions); the right to join and operate trade unions of foreign workers; the number of workers eligible to establish grassroots trade unions; the organizational system and names of trade union levels; the responsibility in "organizing and leading strikes"; the arrangement of full-time trade unions in enterprises; the rights and responsibilities of trade unions towards workers in agencies, organizations, units, and enterprises that have not yet established grassroots trade unions; the rights and obligations of trade union members, etc.
In addition to the above contents, according to the delegates, the agencies responsible for drafting the draft law need to review the draft Trade Union Law and the Labor Code (amended) to ensure consistency, avoid duplication, contradiction and ensure the constitutionality, legality and consistency of the legal system. At the same time, research and supplement a number of regulations on state management of trade unions, and provide detailed regulations on law enforcement for specific provisions.
In the afternoon, the National Assembly Standing Committee continued to solicit opinions on the draft Law on Higher Education. The issues that delegates were interested in and commented on were the implementation of stratification of higher education institutions; the development of training programs to ensure connectivity between training programs and levels; the autonomy and self-responsibility of higher education institutions in training, quality assessment of higher education and international cooperation; the issue of socialization of finance and facilities of higher education institutions, etc. Based on the opinions of the delegates, the National Assembly Standing Committee continued to direct relevant agencies to absorb and revise the draft to submit to the National Assembly at the next session of the National Assembly.
