The 10th Central Conference carried out personnel work.

The 10th Central Conference will conduct a vote of confidence for Politburo and Secretariat members; introduce additional strategic-level cadre planning; elect additional members of the Central Inspection Commission; resolve party disciplinary complaints and a number of other important issues.

The 10th Central Conference (11th term) discussed and gave opinions on many important issues.

In his opening speech, General Secretary Nguyen Phu Trong raised issues for the Central Committee to study and discuss.

General Secretary Nguyen Phu Trong requested the Central Committee to carefully study the review report of the Politburo and the Secretariat, give comments and assessments on the advantages, shortcomings and limitations of the Politburo and the Secretariat in leadership and direction in 2014 and give opinions on key tasks that need to be led and directed in 2015.

Regarding the Central Committee's vote of confidence for members of the Politburo and Secretariat, General Secretary Nguyen Phu Trong emphasized that the vote of confidence for leading members in Party, State, Fatherland Front and socio-political organizations is a new and correct policy proposed by the Central Committee's Resolution 4 (11th tenure) on Party building, which has received the attention, agreement and support of a large number of cadres, party members and people.

The 13th National Assembly has twice successfully organized the vote of confidence for those holding positions elected or approved by the National Assembly. Provincial and Municipal Party Committees, agencies and units at the central level have also conducted and are conducting the vote of confidence. According to the preliminary report, the results are basically good, continuing to be welcomed by Party committees at all levels, Party organizations, cadres, Party members and people.

The General Secretary emphasized that, implementing the Resolution of the 9th Central Committee (11th tenure), at this Conference, the Politburo organized the vote of confidence of the Central Executive Committee for the members of the Politburo and the Secretariat to probe confidence, thereby helping the members to review themselves, to adjust, self-cultivate, practice, constantly improve their qualifications in all aspects and sense of responsibility in work, at the same time helping the Politburo have more information to evaluate, arrange, and use cadres, contributing to building an increasingly strong contingent of senior cadres of the Party and State, meeting the requirements of building and defending the Fatherland in the new situation.

Regarding the continued development of the Strategic Personnel Plan, General Secretary Nguyen Phu Trong stated that, regarding the review and supplementation of the Politburo and Secretariat plans, the Politburo proposed that at this Conference, the Central Committee members continue to introduce additional sources for the Politburo and Secretariat plans as stated in the Politburo's Submission. Based on the results of this introduction and consultation with the Central Committee, the Politburo will direct the next steps for consideration and decision according to its authority.

Regarding the draft documents to be submitted to the 12th National Party Congress, General Secretary Nguyen Phu Trong said that the preparation of the draft documents to be submitted to the 12th National Party Congress has been urgently and seriously carried out since the 8th Central Conference (October 2013), especially after the 9th Central Conference (May 2014) approved the detailed outlines. The Politburo has directed the Sub-Committees to draft the Political Report, the draft Socio-Economic Report and the draft Report on the Implementation of the Party Charter.

Regarding the "Report summarizing 30 years of innovation (1986-2016)", the Politburo issued Conclusion No. 66 summarizing a number of theoretical and practical issues over 30 years of innovation (1986-2016), focusing on the last 10 years (2006-2016) and established a Steering Committee for Summary headed by the General Secretary.

The summary results have been compiled, researched, refined, and built into a draft Summary Report on some theoretical and practical issues over 30 years of renovation. The Politburo has reviewed and directed the completion of the report to submit to the Central Committee for comments at this Conference.

Two other projects were submitted to the Central Committee for comments at this Conference: "Project to streamline staff and restructure the team of cadres, civil servants and public employees" and "Project to plan press development and management".
