Taking place over 5 days (May 5-10), the 5th Central Conference will discuss contents on perfecting the socialist-oriented market economic institution; reorganizing, innovating and improving the efficiency of state-owned enterprises; summarizing 15 years of implementing the Resolution of the 5th Central Committee, Session IX, on continuing to innovate mechanisms and policies, encouraging and facilitating the development of the private economy.
In addition, the Conference also commented on the report reviewing the leadership and direction of the Politburo and Secretariat in 2016 in conjunction with the implementation of Resolution 4 of the 12th Central Committee on Party building and rectification; reviewing the implementation of cadre discipline and a number of other important contents.

In his opening speech, General Secretary Nguyen Phu Trong said that in preparation for the Conference, since October 2016, the Secretariat has established Steering Committees to develop projects and reports on the above contents for the Politburo to submit to the Central Committee for consideration and decision...
"The Politburo and Secretariat have seriously reviewed the leadership and direction in 2016 in conjunction with the implementation of Resolution 4 of the 12th Central Committee on Party building and rectification and prepared a report to present at this Central Conference," the General Secretary said, adding that the self-criticism and criticism review has been carried out methodically, following each reasonable step.
According to the General Secretary, "the review atmosphere was democratic, united, frank, and sincere. The personnel who received comments accepted them seriously and were open-minded, considering this a valuable opportunity to learn and share with each other." During the review process, each member of the Politburo and Secretariat related to their personal responsibilities in the assigned field, clearly saw the strengths to promote, and recognized the shortcomings and limitations to overcome.
The General Secretary has requested the Central Committee to look straight at the truth, evaluate the truth correctly, and carefully review and evaluate the advantages, limitations, and shortcomings in the leadership and direction of the Politburo and the Secretariat in conjunction with the implementation of Resolution 4 of the Central Committee (12th tenure) in all fields. In particular, it is necessary to clearly identify the causes, lessons, and propose solutions to overcome them in the coming time.
Issue new economic resolution
According to the General Secretary, the task of this Conference is to issue a new Central Resolution to lead and direct the continued completion of the socialist-oriented market economic institution from now until 2020, with a vision to 2030.
Regarding restructuring, innovation and improving the efficiency of state-owned enterprises (SOEs), the General Secretary said that the Party and the State have discussed many times and implemented many policies and guidelines, and in fact have achieved important results. However, in general, the business efficiency and contributions of most SOEs are still low, not commensurate with the investment resources.
The General Secretary stated: There is a big question that needs to be thoroughly answered: why have the above limitations and weaknesses been pointed out for a long time, but over many terms until now the situation has been slow to change, and in some aspects has even become more serious?
After pointing out a number of reasons, the General Secretary informed the Politburo's submission to the Central Committee, asking for opinions on issues such as: Concept and role of SOEs in the context of promoting equitization and divestment of State capital in 100% State-owned enterprises; building an organizational model to perform the function of representing the owner of SOEs.
Along with that, the Central Committee will also give opinions on the innovation of the organization and operation of SOEs, especially economic groups and large corporations; the plan to innovate the organizational model, the operation of the Party organization and the work of cadres in SOEs; the necessity to issue a new Central resolution to continue to lead the restructuring, innovation and improvement of the efficiency of SOEs in the coming time...
Promote private economy
In addition to the above contents, continuing to innovate mechanisms and policies, encouraging and facilitating private economic development is also a key content that the Central Government will comment on.
Currently, the proportion of the private economic sector in GDP, including the individual economy, remains stable at around 39-40%. Initially, a number of large-scale private economic groups have been formed, operating in multiple sectors, with better competitiveness in the domestic and international markets... However, the private economy has also revealed many limitations and weaknesses.
General Secretary Nguyen Phu Trong suggested that the Central Committee closely follow the Resolution of the 12th National Party Congress and the country's reality, focus on discussing and clarifying, creating high unity within the entire Party and people on the goals, viewpoints, guiding thoughts and major tasks and solutions that need to be thoroughly grasped and implemented so that the private economy can develop more strongly, correctly and healthily, truly becoming an important driving force of the socialist-oriented market economy.
Emphasizing that the agenda of this session includes "very large and important" issues for the successful implementation of the Resolution of the 12th National Party Congress on promoting socio-economic development as well as Party building and rectification, the General Secretary requested the Central Committee to promote a high sense of responsibility, discuss enthusiastically, give opinions to complete and consider decisions at the end of the session.

Previously, from April 24 to 26, the Central Inspection Committee held its 14th meeting to conclude the inspection when there were signs of violations and to discipline the Standing Committee of the Party Committee of the Vietnam National Oil and Gas Group (PVN) and a number of individuals during the period 2009-2015.
The inspection agency concluded that the Standing Committee of the PVN Party Committee during the above period and a number of individuals, including Mr. Dinh La Thang (Member of the Politburo, Secretary of the Ho Chi Minh City Party Committee, former Secretary of the Party Committee, former Chairman of the Board of Members of the Vietnam Oil and Gas Group PVN) had serious violations and shortcomings, negatively affecting the reputation of the Party organization.
From this conclusion, the Central Inspection Committee proposed that the Politburo and the Central Executive Committee consider and discipline Mr. Dinh La Thang.
According to the disciplinary procedure for Politburo members, the proposal of the Inspection Committee must be considered by the Politburo before being submitted to the Central Executive Committee for decision.
