The 4th International Scientific Conference on the East Sea

On November 19, in Ho Chi Minh City, the Diplomatic Academy of Vietnam and the Vietnam Lawyers Association held the opening ceremony of the 4th International Scientific Conference “East Sea: Cooperation for Security and Development in the region” with the participation of nearly 200 domestic and international experts and scholars.

The workshop took place in the context of the international community celebrating the 30th anniversary of the United Nations Convention on the Law of the Sea and the 10th anniversary of the signing of the Declaration on the Conduct of Parties in the East Sea (DOC).

Speaking at the opening of the workshop, Director of the Diplomatic Academy, Dang Dinh Quy, said that the East Sea is one of the most complicated disputed areas in the world. The complexity is increasing due to changes in the internal situation of many countries, changes in the economic, political, military and security situations, disputes in maritime areas; non-traditional security issues such as piracy, marine pollution, degradation of seafood resources; climate change, etc. are becoming increasingly serious.

Director of the Diplomatic Academy, Dang Dinh Quy, affirmed that the more complicated the situation becomes, the more efforts we need to make, and at the same time, we need to find more effective ways to bring research results and policy recommendations into life.

According to the Director of the Diplomatic Academy, Dang Dinh Quy, over the past year, we have witnessed outstanding efforts by parties directly and indirectly involved in the dispute, contributing to preventing conflicts and promoting cooperation so that the East Sea continues to be a peaceful region. While emphasizing the importance of implementing the Declaration on the Conduct of Parties in the East Sea (DOC), ASEAN and China have reached an agreement on promoting the development of a Code of Conduct (COC).

During times of tension in the East Sea, diplomatic efforts between countries directly involved in the dispute, between ASEAN and China, have not been interrupted. Contributing to these common efforts, scholars studying the East Sea, including many present at today's conference, through the publication of research results and through expressing their opinions, have helped the public better understand the nature of the dispute and tension; helping policy makers to more carefully calculate the interests of the nation before making decisions related to the East Sea.

According to the conference's Organizing Committee, this is a completely scientific forum with the consistent goal of: Exchanging research results, discussing from the perspective of international law and international relations on the importance of the East Sea; on the interests of the parties involved; on events that have occurred in the East Sea recently, especially in the past year.

Propose recommendations to the Governments of countries directly and indirectly involved in the dispute to enhance cooperation, prevent and control conflicts, and control crises in the East Sea. Finally, propose channels and methods for academic research and academic exchanges to have a more positive impact on the public, helping leaders more in their decisions related to the East Sea.

The 4th International Scientific Conference on the East Sea took place in 3 days from November 19 to 21 with 10 sessions and focused on discussing main topics such as the East Sea in transition: Geopolitics; Recent developments in the East Sea; Internal politics and foreign policy in the East Sea; Militarization and consequences; Interests and policies of parties outside the East Sea region; The East Sea in US-ASEAN-China relations; Legal aspects of the East Sea issue; Cooperation in the East Sea: Looking back at the past and looking forward to the future; Dispute resolution, conflict management and methods towards solutions; Policy recommendations./.
