Theoretical seminar between the Communist Party of Vietnam and Cuba

The first theoretical workshop between the Communist Party of Vietnam and the Communist Party of Cuba with the theme: "The Communist Party leads the renovation process in Vietnam - Updating the socio-economic development model in Cuba: some theoretical and practical issues," opened on November 5 in Hanoi.

The delegation of the Communist Party of Vietnam attending the Workshop was led by Secretary of the Party Central Committee and Vice Chairwoman of the National Assembly Nguyen Thi Kim Ngan and the delegation of the Communist Party of Cuba was led by Secretary of the Party Central Committee and Head of the Central External Relations Commission Jose Ramon Balaguer Cabrera.

Speaking at the opening session of the Workshop, Ms. Nguyen Thi Kim Ngan affirmed the solidarity and closeness of the Party, State and people of Vietnam towards Cuba; highly appreciated the significance of organizing the first theoretical workshop between the two Parties.

Ms. Nguyen Thi Kim Ngan emphasized that the theoretical workshop between the two Parties was held at a turning point in the development process in each country. This is a good opportunity for theorists and practitioners of the two Parties to exchange experiences, discuss issues arising from the development practices of each country; clarify the role, content and leadership methods of the Party in the renovation process in Vietnam and update the socio-economic development model in Cuba; thereby affirming the correctness of the path of development towards socialism in Vietnam and Cuba.

In her opening speech, Ms. Nguyen Thi Kim Ngan stated: Innovation is an objective necessity for the development of Vietnam, a strategic decision of the Communist Party of Vietnam, to overcome challenges and risks and seize great opportunities for development. The results and achievements of innovation in Vietnam in recent times show that: Innovation is a creative cause of the entire people, therefore, it is necessary to promote the role and strength of the entire people, rely on the people, bring practical benefits to the people to create development momentum, attract and attract all classes of people to participate in economic, social and cultural development, as well as consolidate and protect the political regime.

Innovation must be based on the premise of positive stability, especially political stability. Solving the relationship between innovation-stability-development well is the key and general point to solve other relationships in the innovation process; combining the construction of socialism with the protection of the socialist Fatherland, carrying out synchronous innovation, the Party taking the lead, self-innovating to promote social innovation; proactively opening up, integrating, combining promoting internal strength with exploiting external strength for rapid and sustainable development; improving the leadership capacity and fighting strength of the Party, focusing on Party building, developing democracy, building a rule-of-law State as the backbone of the political system, ensuring that politics plays a driving role in promoting socio-economic development.

Ms. Nguyen Thi Kim Ngan also emphasized that the practice of innovation in Vietnam raises many issues; among them, the extremely important issue is to build a clean and strong Party, make the Party equal to the situation and tasks, improve the Party's leadership capacity and fighting strength, and firmly consolidate the flesh-and-blood bond between the Party and the people in the new situation and before new requirements.

Party building includes politics, ideology as well as organization, cadres, ethics and lifestyle of cadres and party members, inspection and supervision work within the Party, and people's supervision of the Party. The practical process of innovation and improvement of the quality of the political system's operations in Vietnam has made the relationship between Party leadership, State management, and people's mastery increasingly shaped, institutionalized and truly effective.

Mr. Jose Ramon Balaguer Cabrera, Head of the Cuban Communist Party Delegation, expressed the friendship and deep attachment of the Cuban leaders and people to Vietnam; emphasizing that through discussions and mutual experience exchange, the two Parties will gain a deeper understanding of the laws of socio-economic development as well as the leadership role of the Party, thereby cultivating awareness, sharpening theory, and successfully carrying out the mission of leading the revolutionary cause in each country.

He also affirmed that this is the first time the two Communist Parties have jointly organized a theoretical seminar, contributing to promoting multifaceted cooperation between the two Communist Parties and the two countries of Vietnam and Cuba.

In his introductory report, Mr. Jose Ramon Balaguer Cabrera clearly stated the foundation, concept of revolution, and Party principles of the Communist Party of Cuba; clearly stated the Party's greatest goal in the coming time: maintaining national unity, strengthening revolutionary morality, promoting revolutionary spirit, consolidating solidarity, social justice, mutual trust, discipline, sincerity, modesty, spirit of critical and self-critical struggle and national security; fighting against individualism, against racism in all its forms, skepticism, lack of faith in socialism, pessimism, opportunism, followerism, duplicity, indiscipline, corruption and all immoral and anti-social manifestations.

He also affirmed that in order to successfully implement the guidelines and goals adopted at the 6th Congress and the 1st National Conference of the Communist Party of Cuba, the most important thing in the Party's political life today is to change its thinking, resolutely eliminate dogmatism and outdated views. In addition, the Party should only focus on its political tasks, following the principle of Party leadership and control, not management.

In the context of the current international and regional situation that is constantly changing, with many difficulties and challenges, the fact that the Communist Parties of Cuba and Vietnam persist in the goal of building a just, humane, democratic, autonomous and independent society, which are values ​​that only socialism can create, is of great significance to the times. For that reason, exchanging experiences through theoretical seminars will help the two Parties consult each other and apply them creatively to the specific conditions in each country.

During the two days (November 5-6), delegates will continue to listen to presentations from other delegates; at the same time, exchange and discuss to deepen issues of mutual concern./.
