Theoretical workshop on Party building work in Vietnam and Laos

On the morning of April 7, the second Theoretical Workshop between the Communist Party of Vietnam and the Lao People's Revolutionary Party opened in the capital Vientiane with the theme "Enhancing the leadership capacity and fighting strength of the Party in the conditions of one-party rule in Vietnam and Laos."

Attending the workshop, the delegation of the Communist Party of Vietnam was led by comrade Dinh The Huynh - Politburo member, Secretary of the Party Central Committee, Head of the Central Propaganda and Education Commission, Chairman of the Central Theoretical Council and the delegation of the Lao People's Revolutionary Party was led by comrade Chueang Sombounkhan - Secretary of the Party Central Committee, Head of the Central Propaganda and Education Commission, Chairman of the Lao National Council of Social Sciences.

Also attending the workshop were leaders of agencies, ministries, branches and scientists, theorists and managers of the two Parties and two countries of Vietnam and Laos.

Speaking at the opening of the Workshop, Comrade Sounthon Saynhachac - Member of the Party Central Committee, Deputy Head of the Central External Relations Commission, Deputy Minister of Foreign Affairs of Laos emphasized the context, significance, importance and practicality of the second Theoretical Workshop between the two Parties.

Comrade Soukan Mahalath - Secretary of the Party Central Committee, Secretary-Mayor of Vientiane delivered a welcome speech at the Workshop.

In his opening speech at the opening session, comrade Dinh The Huynh emphasized that this theoretical workshop between the two Parties with the theme "Improving the leadership capacity and fighting strength of the Communist Party of Vietnam in the condition of one ruling party" is a very important theoretical and practical issue, both fundamental and long-term, and timely and urgent, which both Parties are very interested in.

Especially in the current situation, when the innovation process in each country is being comprehensively promoted in many fields along with expanding international integration, the Party's leadership role must be further affirmed, and the Party's leadership capacity and fighting strength must be further enhanced. That is a decisive factor for the stability and sustainable development of each country on the path to socialism.

Comrade Dinh The Huynh analyzed that improving the leadership capacity and fighting strength of the Party not only belongs to the responsibility and political determination of the Party, the efforts to carry out Party building work of the entire Party, Party committees, Party organizations and cadres and Party members, but also attracts the attention and shared responsibility of the entire political system and all people.

When the Party is in power, it is required to constantly improve its mettle and intelligence, grasp and creatively apply pioneering theories to successfully solve practical problems in innovation, integration and development.

The Party's leadership capacity and fighting strength are demonstrated first of all in its ability to formulate correct guidelines and policies, in accordance with the development requirements of revolutionary practice on the basis of creative application and development of scientific and revolutionary theories of Marxism-Leninism and Ho Chi Minh thought.

Improving the Party's leadership capacity and fighting strength in the context of a ruling party requires the Party to maintain the nature of a genuine revolutionary party with the strength to protect itself. In reality, improving the Party's leadership capacity and fighting strength requires regularly attaching importance to Party building in terms of politics, ideology, and organization, closely linked to educating cadres and Party members about ethics and lifestyle, strengthening Party discipline, and promoting the responsibility and exemplary role of Party committees at all levels, especially leaders at all levels.

The practice of Party building in the process of innovation in Vietnam requires innovation in the Party's leadership method towards the State and society; ensuring the implementation and promotion of democracy in the condition of a single ruling party; regularly self-renewing and self-rectifying to promote social innovation and fulfill the responsibility of leadership and governance.

In the report titled “Improving the leadership capacity and fighting strength of the Party in the conditions of a ruling party, the reality in the Lao People's Democratic Republic,” comrade Chueang Sombounkhan affirmed that improving the leadership capacity and fighting strength of the Lao People's Revolutionary Party as a ruling party is a decisive condition for the success or failure of the renovation cause as well as the development of the country according to the socialist goal.

The Lao People's Revolutionary Party affirms that the most fundamental issue is the ability to research to set out correct policies and promptly adjust them to suit the practical situation and firmly adhere to the Party's strategic goals. Setting out correct and practical policies is to promote creativity in researching and applying Marxism-Leninism and other scientific theories to the conditions and characteristics of the situation in each period; to be brave and proactive in adjusting and changing what is incorrect and inappropriate in the policies and making the Party's policies more and more perfect to increasingly receive support and response from the people.

As the ruling party, the Lao People's Revolutionary Party considers that improving leadership capacity and fighting strength must be demonstrated through leadership capacity for the State, especially promoting the role and ability to implement the Party's guidelines into State policies and laws, urging and directing State agencies to seriously and effectively implement issued policies and laws.

Improving the Party's leadership capacity and fighting strength is always associated with innovating the Party's leadership style and methods; associated with implementing the principle of democratic centralism; regularly perfecting the Party's organizational system from the Central to the grassroots levels, associated with developing the Party in both quantity and quality.

On April 7-8, delegates continued to listen to reports and discuss topics from delegates from the Communist Party of Vietnam and the Lao People's Revolutionary Party.
