Workshop on Irrigation Law and Dam Safety Management

(Baonghean.vn) –On September 4, in Vinh City, the Ministry of Agriculture and Rural Development coordinated with the Department of Agriculture and Rural Development of Nghe An, the Irrigation Association of Nghe An, Thanh Hoa, and Ha Tinh provinces to organize a workshop on the Law on Irrigation and Dam Safety Management. Comrades Hoang Van Thang - Deputy Minister of Agriculture and Rural Development, Ho Ngoc Sy - Member of the Provincial Party Committee, Director of the Department of Agriculture and Rural Development chaired the workshop.

The Draft Law on Irrigation (first edition) drafted by the General Department of Irrigation has 8 chapters and 51 articles. The Draft Law regulates activities related to the irrigation sector, including strategies, planning, plans, construction investment, management, exploitation and protection of works. This aims to enhance the effectiveness and efficiency of state management of irrigation works; clearly define the responsibilities of organizations and individuals participating in irrigation work. The draft is expected to be submitted by the Government at the National Assembly session at the end of 2013. At the workshop, delegates raised pressing issues from practice in the management and use of irrigation works, thereby contributing ideas to a number of chapters and articles to complete the Draft Law on Irrigation.

Also at the workshop, delegates contributed comments to Decree No. 72 issued by the Government in 2007 on dam safety management.
