Workshop on cooperative organization of the Draft Law on Cooperatives amended
(Baonghean.vn) -On September 28, in Vinh City, Nghe An Province Cooperative Union organized a Workshop on Regulations related to the nature of cooperative organization of the Draft Law on Cooperatives Amendment.
The draft Law on Cooperatives (amended) was discussed at the 3rd Session of the 13th National Assembly. However, there are still major issues with different opinions, including the definition of the nature of cooperatives; the State's preferential support policy mechanism; the organization of the Cooperative Union; regulations on the right of cooperatives to establish companies; regulations on the distribution of cooperative income; and the governance of cooperatives and cooperative unions.

At the workshop, representatives of cooperatives in Nghe An province continued to discuss focusing on the following contents: On the definition of the nature of cooperatives and cooperative unions (Article 4). On preferential and support policies of the State (Article 7). On regulations on the rights of cooperatives to contribute capital, buy shares, establish companies and the right to provide products and services to markets outside the member community (Article 9). On regulations on the maximum capital contribution of members of cooperatives and cooperative unions (Article 18). On regulations on income distribution of cooperatives (Article 49). On assets and handling of assets of cooperatives and cooperative unions upon dissolution (Article 51, Article 52). On the organization of the Cooperative Union (Article 60). And other articles...
The Provincial Cooperative Union also requested that representatives of sectors, districts and cooperative areas, the subjects directly regulated by the Law, should focus on discussing the following contents: Should or should not include the concept of cooperatives as a type of enterprise in the definition of cooperative organizations; Is it necessary to express the nature of cooperatives as a type of enterprise right in the definition of cooperatives, or can it be stipulated in other regulating provisions? The concept that if cooperatives want to truly attract members, it is necessary to stipulate that members must use the services and products of cooperatives, which will lose the autonomy of cooperatives and members, especially in the new mechanism and the current situation of the quality of cooperative products and services, which still has many shortcomings...
