Workshop on building the revised Law on Environmental Protection

On October 1, in Hanoi, the Ministry of Natural Resources and Environment held a workshop on regulations for drafting the 2013 revised Law on Environmental Protection.


At the workshop, delegates expressed their opinions that it is necessary to amend the 2005 Law on Environmental Protection soon because it has become urgent. Agreeing with the Prime Minister's Report, the 13th National Assembly approved the full-term Work Program, which is expected to give opinions on the draft revised Law on Environmental Protection in 2013 and will vote to pass it in 2014.

Deputy Minister of Natural Resources and Environment Bui Cach Tuyen said that after eight years of implementation, the 2005 Law on Environmental Protection has made an important contribution to the development of the legal system for environmental protection and the limitation of negative impacts of socio-economic development on the environment.


However, along with the rapid changes in real life, the 2005 Law on Environmental Protection has soon revealed some limitations and shortcomings, that is, the policy of strongly decentralizing environmental protection responsibilities to ministries, branches and localities has not been as effective as expected, even causing dispersion, overlap and unclear responsibilities in environmental protection. Some detailed provisions of the Law, when revealed to be inconsistent with reality, have been slow to be amended.


Current environmental protection activities are to prevent and limit negative impacts on the environment, respond to environmental incidents, overcome pollution, degradation, and restore and improve the environment.


In addition, the Environmental Protection Law Framework must also reflect the development trend of the Law, and must include a number of new contents adjusted and supplemented in the Law such as climate change issues, green economic development, etc../.
