Today (October 2) trial of former National Assembly member Chau Thi Thu Nga for fraud and property appropriation
Today, October 2, Hanoi People's Court will open a trial for former National Assembly member Chau Thi Thu Nga and her accomplices on charges of fraud and property appropriation.
The trial of Chau Thi Thu Nga (born in 1965) - Chairwoman of the Board of Directors of Housing Group Corporation also had 9 accomplices for fraud and property appropriation with a prison sentence of 12 years to life.
The list of 9 accomplices with Chau Thi Thu Nga includes Nguyen Truong Son (born in 1968, permanent residence in Cong Vi ward, Ba Dinh district, Hanoi); Le Hong Cuong (born in 1969, permanent residence in Vinh Phuc ward, Ba Dinh district, Hanoi); Nguyen Vu Hung (born in 1965, permanent residence in Ngoc Khanh ward, Ba Dinh district, Hanoi) and Phan Thanh Tuyen (born in 1960, permanent residence in Cua Nam ward, Hoan Kiem district, Hanoi). All four defendants above hold the position of Deputy General Director of Real Estate Investment and Construction Group Joint Stock Company.

In addition, there are two directors of the Housing real estate trading floor - Real Estate Investment and Construction Group Joint Stock Company, including: Defendant Nguyen Thi Tinh (born in 1960, permanent residence in Hang Bo ward, Hoan Kiem district, Hanoi) and defendant Luu Thi Thuy (born in 1983, permanent residence in Nam Trai village, Sai Son commune, Quoc Oai district, Hanoi). Other defendants are former Chief Accountant of Real Estate Investment and Construction Group Joint Stock Company Pham Thi Thu Hanh (born in 1980, permanent residence in Xuan La ward, Tay Ho district, Hanoi); Dinh Phuc Tieu (born in 1960, permanent residence in O Cho Dua ward, Dong Da district, Hanoi) - former Deputy General Director, Chief Accountant of Real Estate Investment and Construction Group Joint Stock Company and Doan Thanh Thuy (born in 1982, permanent residence in Ta Thanh Oai commune, Thanh Tri district, Hanoi) - former acting Chief Accountant of Real Estate Investment and Construction Group Joint Stock Company.
It is known that the Trial Council consists of 5 people, chaired by Ms. Nguyen Thi Xuan Thu - Judge of the Hanoi People's Court. The Hanoi People's Procuracy consists of two prosecutors exercising the right to prosecute. The trial will last for 18 days (from October 2 to October 20).
According to the indictment, National Assembly delegate Chau Thi Thu Nga (born 1965), Chairwoman of the Board of Directors - General Director of Housing Group Joint Stock Company and 9 accomplices were accused of fraud and property appropriation.
Accordingly, in this case, Chau Thi Thu Nga was the mastermind, used and benefited from all the embezzled money. The remaining defendants were the ones who assisted but were only employees, did not benefit, and confessed honestly. Therefore, the Supreme People's Procuracy proposed to consider reducing the sentences for these 9 defendants. According to the indictment, Housing Group Company was established in 2000, with Chau Thi Thu Nga owning 100% of the capital. In order for the company to operate as a joint stock company, Ms. Nga asked a number of people to be on the list of capital contributors. In fact, all activities of Housing Group were decided by Ms. Nga.
The B5 Cau Dien project in Cau Dien town, Nam Tu Liem district, Hanoi is located in the land area assigned by the state to Hanoi Development Construction Investment and Import-Export One Member Limited Liability Company (HAIC Company) for production and business, belonging to the resettlement construction project of the Hanoi urban traffic development project. In 2008, Ms. Chau Thi Thu Nga and the leaders of HAIC Company signed an investment cooperation contract to implement the project of constructing an apartment complex and garden villas on the B5 Cau Dien land area.
From 2009 to November 2010, the B5 Cau Dien Project had not been assigned to the Joint Venture of Housing Group and HAIC Company as the investor. By 2011, the project had not yet been approved for an adjusted plan and had not yet been granted a construction permit. However, Ms. Chau Thi Thu Nga directed the posting of false information about the legal status on the electronic information portal of the company, the Joint Venture of Housing Group and HAIC Company, which is the investor of the B5 Cau Dien Project.
After that, the former National Assembly member also hired a model of the Cau Dien B5 Project according to the unapproved adjusted planning to be placed in the lobby of the Housing Group headquarters, and directed the construction of bored piles at the Cau Dien B5 Project land, so that customers would confidently pay money to buy apartments that would be built in the future.
With the above mentioned tricks, from January 9, 2009 to July 30, 2013, Chau Thi Thu Nga and her accomplices signed 752 capital contribution contracts, collecting more than 377 billion VND from customers. Of this amount, Chau Thi Thu Nga has only returned nearly 29 billion VND to 43 customers, the remaining more than 348 billion VND, Chau Thi Thu Nga has appropriated and used.
The indictment also mentioned the responsibility of many officials of departments and agencies of Hanoi City as well as the People's Committee of Tu Liem District and Cau Dien Town (now part of Bac Tu Liem District) in the above case. These individuals allowed Housing Group to construct piles without a construction permit; assigned the Housing - HAIC joint venture to study and adjust the planning but did not urge the implementation and completion of legal procedures...
