More than 400 contract teachers in Nghe An are waiting for special treatment.
(Baonghean.vn) - The special recruitment of contract teachers is a policy recently proposed by the Ministry of Home Affairs. However, in reality, there are still many difficulties.
According to the Department of Education and Training, up to now, the whole province still has more than 700 cadres, employees, and teachers in the education sector under contract in 21 districts, cities, and towns. Of which, the number of teachers is 434, including 80 preschool teachers, 187 primary school teachers, and 167 secondary school teachers, and is mainly concentrated in the districts and units of Cua Lo, Hung Nguyen, Nghi Loc, Do Luong, Yen Thanh, etc.
Regarding the recruitment of contract teachers, the Ministry of Home Affairs issued Official Dispatch No. 5378/BNV-CCVC dated November 5, 2019, signed by Deputy Minister Nguyen Trong Thua, agreeing in principle to allow localities to consider special cases for teachers who have had labor contracts and paid compulsory social insurance according to the provisions of the Law on Social Insurance from 2015 or earlier within the payroll quota, with capacity and qualifications suitable to the requirements of the position to be recruited.

Nghe An is currently drafting a document to issue guidelines, but through discussions with representatives of the Department of Home Affairs, the consideration of special privileges is still facing many difficulties. Specifically, according to the guidelines, the special privileged subjects must be those who signed a labor contract with the district from 2015 or earlier, have paid insurance, and at the time of signing the contract, the locality must have had a staffing target but had not yet recruited. In reality, this group is currently not numerous, and due to a surplus of teachers, many localities have not had staffing targets for more than 10 years.
During the implementation process, it is predicted that there will be many difficulties because in the past, after the province had a policy of not signing contracts, some localities terminated contracts with district contract teachers. Therefore, there are currently many teachers who have worked for 5 years or more but are now short-term contract teachers, guest teachers at schools who are not covered by insurance.
Currently, in many localities, due to the surplus of teachers, many primary and secondary school teachers under contract have been transferred to teach at preschool level. So, if these subjects currently wish to return to their correct level of education, will they be considered?

Regarding special recruitment of teachers, the representative of the Department of Education and Training said: To facilitate teachers, special treatment should be given to teachers who signed before 2015, have long-term contracts and currently the district has a quota (the quota should not be calculated at the time the teacher signed the contract). If so, there will be more opportunities for teachers instead of the current situation where, although there is a mechanism, the opportunities are being "bounded" because they are not suitable for the actual conditions.
